				<content:encoded><![CDATA[<p>In 10 days, President Obama will visit Saudi Arabia at a time of deep mistrust between the two allies, and lingering doubts about the Saudi commitment to fighting violent Islamic extremism.</p>
<p>It also comes at a time when the White House and intelligence officials are reviewing whether to declassify one of the country&#8217;s most sensitive documents &#8212; known as the &#8220;28 pages.&#8221; They have to do with 9/11 and the possible existence of a Saudi support network for the hijackers while they were in the U.S.</p>
<p>For 13 years, the 28 pages have been locked away in a secret vault. Only a small group of people have ever seen them. Tonight, you will hear from some of the people who have read them and believe, along with the families of 9/11 victims that they should be declassified.</p>
<p>Bob Graham: I think it is implausible to believe that 19 people, most of whom didn&#8217;t speak English, most of whom had never been in the United States before, many of whom didn&#8217;t have a high school education&#8211; could&#8217;ve carried out such a complicated task without some support from within the United States.</p>
<p>Bob Graham: I think they are a key part.</p>
<p>Former U.S. Senator Bob Graham has been trying to get the 28 pages released since the day they were classified back in 2003, when he played a major role in the first government investigation into 9/11.</p>
<p>Bob Graham: I remain deeply disturbed by the amount of material that has been censored from this report.</p>
<p>At the time, Graham was chairman of the Senate Select Committee on Intelligence and co-chair of the bipartisan joint congressional inquiry into intelligence failures surrounding the attacks. The Joint Inquiry reviewed a half a million documents, interviewed hundreds of witnesses and produced an 838 page report &#8212; minus the final chapter which was blanked out &#8212; excised by the Bush administration for reasons of national security.</p>

				<content:encoded><![CDATA[<p>MIAMI LAKES, Fla. — The episode could have been a chapter from the thriller written by former Senator Bob Graham of Florida about a shadowy Saudi role in the Sept. 11 attacks.</p>
<p>A top F.B.I. official unexpectedly arranges a meeting at Dulles International Airport outside Washington with Mr. Graham, the former chairman of the Senate Intelligence Committee, after he has pressed for information on a bureau terrorism inquiry. Mr. Graham, a Democrat, is then hustled off to a clandestine location, where he hopes for a breakthrough in his long pursuit of ties between leading Saudis and the Sept. 11 hijackers.</p>
<p>This real-life encounter happened in 2011, Mr. Graham said, and it took a startling twist.</p>
<p>“He basically said, ‘Get a life,’ ” Mr. Graham said of the F.B.I. official, who suggested that the former senator was chasing a dead-end investigation.</p>
<p>Mr. Graham, 78, a two-term governor of Florida and three-term senator who left Capitol Hill in 2005, says he will not relent in his efforts to force the government to make public a secret section of a congressional review he helped write — one that, by many accounts, implicates Saudi citizens in helping the hijackers.</p>
<p>“No. 1, I think the American people deserve to know the truth of what has happened in their name,” said Mr. Graham, who was a co-chairman of the 2002 joint congressional inquiry into the terrorist attacks. “No. 2 is justice for these family members who have suffered such loss and thus far have been frustrated largely by the U.S. government in their efforts to get some compensation.”</p>
<p>Mr. Graham’s focus on a possible Saudi connection has received renewed attention because of claims made by victims’ families in a federal court in New York that Saudi Arabia was responsible for aiding the Sept. 11 hijackers and because of a Freedom of Information Act lawsuit filed against the F.B.I. in Florida.</p>
<p>In sworn statements in the two cases, Mr. Graham has said there was evidence of support from the Saudi government for the terrorists. He also says the F.B.I. withheld from his inquiry, as well as a subsequent one, the fact that the bureau had investigated a Saudi family in Sarasota, Fla., and had found multiple contacts between it and the hijackers training nearby until the family fled just before the attacks.</p>
<p>Despite the F.B.I.’s insistence to the contrary, Mr. Graham said there was no evidence that the bureau had ever disclosed that line of investigation to his panel or the national commission that reviewed the attacks and delivered a report in 2004.</p>
<p>“One thing that irritates me is that the F.B.I. has gone beyond just covering up, trying to avoid disclosure, into what I call aggressive deception,” Mr. Graham said during an interview in a family office in this Miami suburb, which rose on what was a sprawling dairy farm operated by Mr. Graham’s father, also political leader in Florida.</p>

				<content:encoded><![CDATA[<p>WASHINGTON — A still-classified section of the investigation by congressional intelligence committees into the Sept. 11, 2001, attacks has taken on an almost mythic quality over the past 13 years — 28 pages that examine crucial support given the hijackers and that by all accounts implicate prominent Saudis in financing terrorism.</p>
<p>Now new claims by Zacarias Moussaoui, a convicted former member of Al Qaeda, that he had high-level contact with officials of the Saudi Arabian government in the prelude to Sept. 11 have brought renewed attention to the inquiry’s withheld findings, which lawmakers and relatives of those killed in the attacks have tried unsuccessfully to declassify.</p>
<p>“I think it is the right thing to do,” said Representative Stephen F. Lynch, Democrat of Massachusetts and an author of a bipartisan resolution encouraging President Obama to declassify the section. “Let’s put it out there.”</p>
<p>White House officials say the administration has undertaken a review on whether to release the pages but has no timetable for when they might be made public.</p>
<p>Mr. Lynch and his allies have been joined by former Senator Bob Graham of Florida, who as chairman of the Senate Intelligence Committee was a leader of the inquiry. He has called for the release of the report’s Part 4, which dealt with Saudi Arabia, since President George W. Bush ordered it classified when the rest of the report was released in December 2002.</p>
<p>Mr. Graham has repeatedly said it shows that Saudi Arabia was complicit in the Sept. 11 attacks. “The 28 pages primarily relate to who financed 9/11, and they point a very strong finger at Saudi Arabia as being the principal financier,” Mr. Graham said last month as he pressed for the pages to be made public.</p>
<p>Relatives of those killed on Sept. 11 as well as plaintiffs in a federal lawsuit against Saudi Arabia have also demanded that the pages be made public, seeing them as the vital link that they believe connects an important ally of the United States to the deadly attacks. They say the pages, Part 4 of the report, could also help in determining the source of current funding for terrorist activities.</p>

				<content:encoded><![CDATA[<p>WASHINGTON — Family members and victims of the Sept. 11, 2001, terrorist attacks joined three members of Congress on Wednesday in calling on the Obama administration to declassify portions of a congressional investigation that addresses allegations of possible Saudi government support of the hijackers.</p>
<p>The report, released by a joint panel of the House and Senate intelligence committees in December 2002, contains 28 redacted pages that family members and victims say would shed new light on the hijackings. At the time the report was released, the Bush administration classified the material, but numerous sources reported it dealt with the Saudis.</p>
<p>&#8220;Flight 93 was supposed to have hit the Capitol Dome,&#8221; imposing a special obligation on Congress to get to the bottom of the matter, said Alice Hoagland, whose son Mark Bingham was one of the passengers who rushed the cockpit, thwarting that part of the attack. The plane crashed in Shanksville, Pa.</p>
<p>In all, nearly 3,000 people were killed in the attacks on the World Trade Center, the Pentagon and the crash in Shanksville, including the 19 hijackers, 15 of whom were Saudis.</p>
<p>The small group was joined at a press conference at the Cannon House office building attended by Reps. Walter B. Jones, R-N.C., Stephen Lynch, D-Mass., and Thomas Massie, R-Ky., who are calling for passage of a House resolution requesting that the Obama administration make the information public.</p>
<p>&#8220;This is the beginning of a long process,&#8221; Jones said. &#8220;I do not believe that we as a nation will be strong unless we reveal what the 28 pages say.&#8221;</p>
<p>The Saudi government for years has been embroiled in litigation filed by victims, their families and insurers that suffered billions in losses at ground zero accusing the kingdom of providing financial support to Islamist charities that in turn funded al-Qaida.</p>
<p>One of the suits, filed by the Philadelphia firm of Cozen O&#8217;Connor, alleges the Saudis continued their support even after they were warned in the late 1990s by a delegation of senior U.S. officials of the link between the charities and terrorists.</p>
<p>The lawsuit, filed in 2003, has taken a long and winding road through the federal court system. In 2005, federal District Judge Richard Conway Casey granted the request of the Saudi government and an affiliated charity, the Saudi High Commission for the Relief of Bosnia and Herzegovina, to be removed as defendants.</p>
<p>Casey ruled then that the charities were too far removed from the government to establish responsibility.</p>
<p>The U.S. Court of Appeals for the 2nd Circuit upheld Casey&#8217;s ruling in 2008, but on different grounds. It found that under the Foreign Sovereign Immunities Act, suits alleging a foreign government&#8217;s involvement in terrorism can only go forward with what amounted to a sign off by the U.S. State Department. And in the case of Saudi Arabia, there had been none.</p>
<p>But in a surprising development, the 2nd Circuit reversed itself in December, effectively reinstating Saudi Arabia as a defendant. The court said it decided to change course because it allowed a related lawsuit to go forward on similar grounds.</p>
<p>Jones and Lynch introduced the resolution late last year calling on the Obama administration to make public the redacted 28 pages. At the time, Jones described the redacted material, which he had read, as &#8220;shocking.&#8221;</p>
<p>The 9/11 victims have gotten key support from former Sen. Bob Graham, D., Fla., who was co-chair of the joint investigation and who was one of the first on Capitol Hill to accuse the Saudi government of involvement in the attacks. Graham also provided a sworn statement in the Cozen lawsuit alleging that an obscure Saudi national who provided assistance to two of the 9/11 hijackers, Nawaf Al-Hazmi and Khalid Al-Mihdhar, likely was working for the Saudi government. Graham said that Omar Al-Bayoumi was &#8220;acting at the direction of elements of the Saudi government&#8221; when he helped Al-Hazmi and Al-Mihdhar find an apartment in San Diego and provided them financial assistance before the hijackings.</p>

				<content:encoded><![CDATA[<p>WASHINGTON — For more than a decade, questions have lingered about the possible role of the Saudi government in the attacks on Sept. 11, 2001, even as the royal kingdom has made itself a crucial counterterrorism partner in the eyes of American diplomats.</p>
<p>Now, in sworn statements that seem likely to reignite the debate, two former senators who were privy to top secret information on the Saudis’ activities say they believe that the Saudi government might have played a direct role in the terrorist attacks.</p>
<p>“I am convinced that there was a direct line between at least some of the terrorists who carried out the September 11th attacks and the government of Saudi Arabia,” former Senator Bob Graham, Democrat of Florida, said in an affidavit filed as part of a lawsuit brought against the Saudi government and dozens of institutions in the country by families of Sept. 11 victims and others. Mr. Graham led a joint 2002 Congressional inquiry into the attacks.</p>
<p>His former Senate colleague, Bob Kerrey of Nebraska, a Democrat who served on the separate 9/11 Commission, said in a sworn affidavit of his own in the case that “significant questions remain unanswered” about the role of Saudi institutions. “Evidence relating to the plausible involvement of possible Saudi government agents in the September 11th attacks has never been fully pursued,” Mr. Kerrey said.</p>
<p>Their affidavits, which were filed on Friday and have not previously been disclosed, are part of a multibillion-dollar lawsuit that has wound its way through federal courts since 2002. An appellate court, reversing an earlier decision, said in November that foreign nations were not immune to lawsuits under certain terrorism claims, clearing the way for parts of the Saudi case to be reheard in United States District Court in Manhattan.</p>
<p>Lawyers for the Saudis, who have already moved to have the affidavits thrown out of court, declined to comment on the assertions by Mr. Graham and Mr. Kerrey. “The case is in active litigation, and I can’t say anything,” said Michael K. Kellogg, a Washington lawyer for the Saudis.</p>
<p>Officials at the Saudi Embassy in Washington, who have emphatically denied any connection to the attacks in the past, did not respond Wednesday to requests for comment.</p>
<p>The Saudis are seeking to have the case dismissed in part because they say American inquiries — including those in which Mr. Graham and Mr. Kerrey took part — have essentially exonerated them. A recent court filing by the Saudis prominently cited the 9/11 Commission’s “exhaustive” final report, which “found no evidence that the Saudi government as an institution or senior Saudi individuals funded” Al Qaeda.</p>
<p>But Mr. Kerrey and Mr. Graham said that the findings should not be seen as an exoneration and that many important questions about the Saudis’ role had never been fully examined, partly because their panels simply did not have the time or resources given their wider scope.</p>
<p>Terry Strada of New Vernon, N.J., whose husband died in the World Trade Center, said it was “so absurd that it’s laughable” for the Saudis to claim that the federal inquiries had exonerated them.</p>
<p>Unanswered questions include the work of a number of Saudi-sponsored charities with financial links to Al Qaeda, as well as the role of a Saudi citizen living in San Diego at the time of the attacks, Omar al-Bayoumi, who had ties to two of the hijackers and to Saudi officials, Mr. Graham said in his affidavit.</p>
<p>Still, Washington has continued to stand behind Saudi Arabia publicly, with the Justice Department joining the kingdom in trying to have the lawsuits thrown out of court on the grounds that the Saudis are protected by international immunity.</p>
<p>State Department officials did not respond to requests for comment on Wednesday on the impact of the court declarations.</p>
<p>The senators’ assertions “might inject some temporary strain or awkwardness at a diplomatic level,” said Kenneth L. Wainstein, a senior national security official in the George W. Bush administration. Even so, he said, “the United States and the Saudis have developed strong counterterrorism cooperation over the last decade, and that relationship will not be undermined.” </p>

				<content:encoded><![CDATA[<p>Former Florida Senator Bob Graham has seen two classified FBI documents that he says raise new questions about the Bureau’s once secret investigation of a possible Saudi support operation for the 9/11 hijackers in Sarasota.</p>
<p>Graham would not disclose the content of the documents, which are marked “Secret,” but said the information they contain is at odds with the FBI’s public statements that there was no connection between the hijackers and Saudis then living in Sarasota.</p>
<p>“There are significant inconsistencies between the public statements of the FBI in September and what I read in the classified documents,” Graham said.</p>
<p>“One document adds to the evidence that the investigation was not the robust inquiry claimed by the FBI,” Graham said. “An important investigative lead was not pursued and unsubstantiated statements were accepted as truth.”</p>
<p>Whether the 9/11 hijackers acted alone, or whether they had support within the U.S., remains an unanswered question – one that began to be asked as soon as it became known that 15 of the 19 hijackers were Saudi citizens. It was underlined when Congress’s bipartisan Joint Inquiry, which Democrat Graham co-chaired, released its public report in July 2003. The final 28 pages, regarding possible foreign support for the terrorists, were censored in their entirety—on President George W. Bush’s instructions.</p>
<p>Graham said the two classified FBI documents that he saw, dated 2002 and 2003, were prepared by an agent who had participated in the Sarasota investigation. He said the agent suggested that another federal agency be asked to join the investigation, but that the idea was “rejected.”</p>
<p>Graham attempted in recent weeks to contact the agent, only to find the man had been instructed by FBI headquarters not to talk.</p>
<p><b>LICENSE PLATES TIED TO HIJACKERS</b></p>
<p>The FBI-led investigation a decade ago focused on Abdulaziz al-Hijji and his wife, Anoud, who moved out of their home in the upscale, gated community of Prestancia and left the country in the weeks before 9/11. The couple, who had lived there since about 1995, left behind three cars and numerous personal belongings such as furnishings, clothes, medicine and food, according to law enforcement records. A concerned neighbor contacted the FBI.</p>
<p>Analysis of Prestancia gatehouse visitor logs and photographs of license tags showed that vehicles driven by several of the future hijackers had visited the al-Hijji home at 4224 Escondito Circle, according to a counterterrorism officer – speaking on condition of anonymity – and former Prestancia administrator Larry Berberich.</p>
<p>The home was owned by Mrs. Al-Hijji’s father, Esam Ghazzawi, an adviser to Prince Fahd bin Salman bin Abdulaziz al Saud, nephew of King Fahd and a noted racehorse owner. Prince Fahd died in July 2001.</p>
<p>Al-Hijji, who now lives and works in London, this month called 9/11 “a crime against the USA and all humankind” and said he was “saddened and oppressed by these false allegations.” He also said it was “not true” that Mohamed Atta and other 9/11 hijackers visited him at his Sarasota home.</p>
<p>The FBI backs up al-Hijji. After initially declining to comment, the Bureau confirmed that it did investigate but said it found nothing sinister. Agents, however, have refused to answer reporters’ specific questions about its investigation or its findings about the Prestancia gate records.</p>
<p>The FBI reiterated its position in a February 7 letter that denied a Freedom of Information Act request seeking records from its Sarasota probe. The denial said their release “could constitute an unwarranted invasion of personal privacy.”</p>
<p>“At no time during the course of its investigation of the attacks, known as the PENTTBOM investigation, did the FBI develop credible evidence that connected the address at 4224 Escondito Circle, Sarasota, Florida to any of the 9/11 hijackers,” wrote records section chief David M. Hardy.</p>
<p>Newly released Florida Department of Law Enforcement documents, however, state that an informant told the FBI in 2004 that al-Hijji had considered Osama bin Laden a “hero” and may have known some of the hijackers. The informant, Wissam Hammoud, also said al-Hijji once introduced him to Adnan El Shukrijumah, the ex-Broward resident and suspected al Qaeda operative on the FBI’s Most Wanted list.</p>
<p>In 2003, the FBI asked Sarasota lawyer Scott McKay, who was involved in the sale of the property, to convince al-Hijji’s father-in-law, Ghazzawi, to return to the U.S. to sign documents. The ploy, intended to get Ghazzawi back for questioning, failed when Ghazzawi instead signed the sale documents at the American consulate in Beirut.</p>
<p>The counterterrorism agent said Ghazzawi and al-Hijji had been on a watch list at the FBI. The agent believed that a U.S. agency involved in tracking terrorist funds had been interested in both men even before 9/11.</p>
<p>The FBI interviewed Al-Hijji’s wife, Anoud, and her American-born mother, Deborah Ghazzawi, when they returned to Sarasota briefly in 2003. The women denied involvement with the 9/11 terrorists, and said the couple’s 2001 return flights to Saudi Arabia had been booked well in advance.</p>
<p>Al-Hijji told London’s Daily Telegraph, which worked the story with Broward Bulldog, that he returned to the U.S. for two months in 2005 to study in Houston, but was not questioned by the FBI. Asked why federal agents had questioned his wife and mother-in-law, he said he had “no idea.”</p>
<p><b>GRAHAM ASKS FOR HELP</b></p>
<p>Last September, FBI spokesmen also disputed Graham’s assertion that Congress was never told about the Sarasota investigation.</p>
<p>That prompted Graham to ask the FBI for assistance in locating in the National Archives the Sarasota-related files that were allegedly turned over to Congress. Instead, after what Graham said were two months in which the FBI was “either unwilling or unable” to help find the records, the Bureau suddenly turned over two documents to the Senate Intelligence Committee, which Graham once headed and where he still has access. It is those documents that Graham has said are inconsistent with the FBI denials.</p>
<p>Graham shared this development with the Obama White House, which responded by setting up a meeting between Graham and FBI Deputy Director Sean Joyce. Joyce told Graham he “didn’t want to talk” about the Sarasota episode. Graham was assured, however, that he would shortly be shown material that supported the FBI’s denials, and a further meeting was arranged with an FBI aide.</p>
<p>In December, Graham said, the scheduled meeting was abruptly canceled and he was told he would be allowed no further access to FBI information about Sarasota.</p>
<p>Graham said the Joint Inquiry was not the only national investigative body kept in the dark about Sarasota. He said the co-chairs of the 9/11 Commission, Republican Thomas Kean and Democrat Lee Hamilton, have told him they also were unaware of it.</p>
<p>Kean, a former New Jersey governor, told Graham the Commission would have “worked it hard,” because the hypothesis that the hijackers completed the planning alone was “implausible.”</p>
<p>Kean did not return several phone messages seeking comment. But Hamilton, a former Indiana congressman, confirmed this month that he learned nothing about the Sarasota matter while serving as vice-chair of the 9/11 Commission.</p>
<p>Graham sees the information now emerging about Sarasota as ominously similar to discoveries his Inquiry made in California. Leads there indicated that the first two hijackers to reach the U.S., Saudis Khalid al-Mihdhar and Nawaf al-Hazmi, received help first from a diplomat at the Saudi consulate in Los Angeles and then from another Saudi, one of whom helped Mihdhar and Hazmi find an apartment. Multiple sources told investigators they believed the latter helpful Saudi had been a Saudi government agent.</p>
<p>Later, when 9/11 Commission staff gained limited access to these individuals in Saudi Arabia, the aides’ reaction was caustic. One memo described the testimony of one of them as “deceptive…inconsistent…implausible.” The testimony of another displayed an “utter lack of credibility.”</p>
<p><b>TWO HIJACKERS LIVED WITH FBI INFORMANT</b></p>
<p>Graham is troubled by what he sees as FBI headquarters’ persistent apparent effort to conceal information, including the fact that Mihdhar and Hazmi lived for months in California in the home of a paid FBI informant. Even when that emerged, the FBI denied his Inquiry access to the informant. Graham wonders if that was merely because of the Bureau’s embarrassment, or because the informant knew something that “would be even more damaging were it revealed.”</p>
<p>The newly surfaced FDLE documents containing Hammoud’s troubling 2004 information about al-Hijji have reinforced Graham’s concerns because they conflict with the FBI’s public statements.</p>
<p>Hammoud’s statement that al-Hijji introduced him to Broward’s own Saudi terror suspect, Shukrijumah, is consistent with the report that Prestancia gate logs showed Shukrijumah had visited the al-Hijji house – and buttresses longstanding official suspicion that he was linked to the hijackers. When Mohamed Atta visited a federal immigration office in Miami to discuss a visa problem in May 2001, a 9/11 Commission footnote reports, a man who closely resembled Shukrijumah accompanied him.</p>
<p>Graham sees what he believes to be the suppression of evidence pointing to Saudi support for the 9/11 hijackers as arising from the perceived advantages to the West, at the time and now, of keeping Saudi Arabia happy.</p>
<p>In late December, the U.S. announced a new $30 billion defense deal with the Saudis.</p>
<p>“This agreement serves to reinforce the strong enduring relationship between the United States and Saudi Arabia,” said U.S. Assistant Secretary of State for Political-Military Affairs Andrew Shapiro. “It demonstrates the U.S. commitment to a strong Saudi defense capability as a key component to regional security.”</p>
<p>Graham said he was taken aback by that announcement.</p>
<p>“I think that in the period immediately after 9/11 the FBI was under instructions from the Bush White House not to discuss anything that could be embarrassing to the Saudis,” he said. “It is more inexplicable why the Obama administration has been reticent to pursue the question of Saudi involvement. For both administrations, there was and continues to be an obligation to inform the American people through truthful information.”</p>

				<content:encoded><![CDATA[<p>After the 10-year anniversary of Sept. 11 and six months after the death of al Qaeda leader Osama bin Laden, questions still remain regarding who funded the attacks that led to thousands of deaths and billions of dollars in damages.</p>
<p>The latest legal pursuit is that of an insurance syndicate of British insurer Lloyd&#8217;s, which says the Kingdom of Saudi Arabia, its banks and various charities should be financially responsible for the $215 million it paid in insurance settlements to 9/11 victims&#8217; families.</p>
<p>William Doyle&#8217;s family is one of the families determined to find those who funded the attacks on 9/11. Doyle&#8217;s son, Joseph, was killed in the north tower of the World Trade Center.</p>
<p>William Doyle told ABC News there are &#8220;concrete facts&#8221; showing the majority of the hijackers&#8217; funding originated from Saudi Arabia. He said the government helped &#8220;shield&#8221; some of that evidence when the joint congressional committee investigating the attacks published a report in December 2002 and redacted about 28 pages.</p>
<p>Doyle and others believe names of Saudi financiers and companies have been removed.</p>
<p>&#8220;How could they hide under diplomatic immunity?&#8221; Doyle said of those he believes have been protected. &#8220;People don&#8217;t get missiles to strike down helicopters by themselves. Someone is funding them. If someone is funding them, let it be known and cut out their funding.&#8221;</p>
<p>Former Florida Democratic Sen. Bob Graham, former co-chair of the congressional committee, has called on the government to reopen its 9/11 investigation.</p>
<p>Thousands of individuals and companies are still pursuing a multi-district litigation suit in New York called &#8220;Re: Terrorist Attacks on September 11, 2001,&#8221; which has dismissed about 127 defendants, according to the law firm Motley Rice, which represents 6,700 individuals for that case, including Doyle. There are about 24 remaining active defendants, says Motley Rice.</p>
<p>Craig Unger, journalist and author of &#8220;House of Bush, House of Saud,&#8221; said there is widespread reason to believe prominent Saudis were funding terrorists through Islamic charities. But the United States-Saudi relationship is &#8220;duplicitous from both sides of the fence,&#8221; in part because Saudi Arabia is the world&#8217;s largest oil producer and exporter.</p>
<p>&#8220;The relationship has soiled contradictions and we turn a blind eye to various aspects,&#8221; he said. &#8220;The U.S. is so dependent on oil, you don&#8217;t want to rock the boat.&#8221;</p>
<p>Despite unanimous dismissals of Lloyd&#8217;s nine defendants in cases in New York, the insurer&#8217;s suit, filed in a federal court in Pennsylvania on Sept. 8, claims &#8220;al Qaeda would not have possessed the capacity to conceive, plan and execute the September 11th attacks&#8221; without the funding.</p>
<p>Sean Carter, an attorney with law firm Cozen O&#8217;Connor, whose client is the Lloyd&#8217;s syndicate, said the lawsuit seeks recovery for amounts that were paid to settle claims brought against airlines and security companies related to Sept. 11.</p>
<p>&#8220;The theme of the lawsuit is that the ultimate responsibility for a terrorist attack of this nature should rest with parties that were intentional actors rather than parties alleged to have been merely negligent,&#8221; Carter said.</p>
<p>The Pennsylvania lawsuit lists nine defendants, including the Kingdom of Saudi Arabia and the Saudi Red Crescent Society, which is associated with the International Federation of Red Cross and Red Crescent Societies.</p>
<p>&#8220;Though this case has a different plaintiff, the suit is essentially based on the same claims around the tragic events of 9/11. However the court has dismissed most of the defendants,&#8221; Lynne Bernabei of the law firm Bernabei &#038; Wachtel, representing the Saudi Red Crescent Society, told ABC News.</p>
<p>Bernabei said the lawsuit is another attempt to get around the rulings which have been mostly adverse to the plaintiffs. Her client was in part dismissed because it was not shown to have any involvement and because it is a sovereign defendant, or state entity, for which the requirements to sue were not met.</p>
<p>Mark Hansen, whose law firm, Kelloff, Huber, Hansen, Todd, Evans &#038; Figel, represented the Kingdom of Saudi Arabia in the previous 9/11 suits, said the firm does not comment on pending litigation.</p>
<p>While 2,983 families of 9/11 victims and 2,300 physically injured have received over $7 billion from the September 11th Victim Compensation Fund of 2001, 94 families decided not to participate in the fund. Those families received on average an estimated $5 million each, using figures from the report of Sheila Birnbaum, the 9/11 mediator. However, that information is confidential.</p>
<p>Only one victim&#8217;s family is still pursuing litigation against United Airlines and security company Huntleigh under the plaintiff&#8217;s arguments they were negligent in failing to prevent the attacks. A hearing will take place Monday in New York with a trial date scheduled for November. </p>

<p>New information is surfacing that a Saudi family in Sarasota is linked to the masterminds of the 9/11 terror attack. Even though the FBI investigated the connection after the family fled, Congressional investigators were never notified. And that has former Sen. Bob Graham calling for a new investigation.</p>
<p>The information first surfaced in a story in the Broward Bulldog website. It says two of the 9/11 hijackers &#8211; including mastermind Mohammed Atta &#8211; appear to have visited the home of a Saudi family in Sarasota. And phone records link people in the house to several terrorism suspects.</p>
<p>Neighbors of the Saudis in the gated Prestancia community say the family disappeared a week before 9/11. They left a new car in the driveway and food in the refrigerator. And the FBI investigated the connection between the family and the 9/11 hijackers who trained to fly in nearby Venice.</p>
<p>But information about the investigation was apparently withheld. Former Florida Sen. Bob Graham headed Congress&#8217; 9/11 inquiry, and says he believes the Bush Administration purposely withheld the information from Congress.</p>
<p>&#8220;It tends to reaffirm the fundamental theory that the 19 hijackers were not acting alone,&#8221; says Graham. &#8220;That they could have only completed such a complicated assignment as planning, practicing and executing a very sophisticated plot if they had assistance from people who spoke the English language, who were familiar with the culture of the United States and to provide them with protection, anonymity and support.&#8221;</p>
<p>Graham says he will personally lobby President Obama to reopen the investigation into the attacks.</p>
