				<content:encoded><![CDATA[<p>Nearly all of the highest-profile domestic terrorism plots in the United States since 9/11 featured the &#8220;direct involvement&#8221; of government agents or informants, a new report says.</p>
<p>Some of the controversial &#8220;sting&#8221; operations &#8220;were proposed or led by informants&#8221;, bordering on entrapment by law enforcement. Yet the courtroom obstacles to proving entrapment are significant, one of the reasons the stings persist.</p>
<p>The lengthy report, released on Monday by Human Rights Watch, raises questions about the US criminal justice system&#8217;s ability to respect civil rights and due process in post-9/11 terrorism cases. It portrays a system that features not just the sting operations but secret evidence, anonymous juries, extensive pretrial detentions and convictions significantly removed from actual plots.</p>
<p>&#8220;In some cases the FBI may have created terrorists out of law-abiding individuals by suggesting the idea of taking terrorist action or encouraging the target to act,&#8221; the report alleges.</p>
<p>Out of the 494 cases related to terrorism the US has tried since 9/11, the plurality of convictions – 18% overall – are not for thwarted plots but for &#8220;material support&#8221; charges, a broad category expanded further by the 2001 Patriot Act that permits prosecutors to pursue charges with tenuous connections to a terrorist act or group.</p>
<p>In one such incident, the initial basis for a material-support case alleging a man provided &#8220;military gear&#8221; to al-Qaida turned out to be waterproof socks in his luggage.</p>
<p>Several cases featured years-long solitary confinement for accused terrorists before their trials. Some defendants displayed signs of mental incapacity. Jurors for the 2007 plot to attack the Fort Dix army base, itself influenced by government informants, were anonymous, limiting defense counsel&#8217;s ability to screen out bias.</p>
<p>Human Rights Watch’s findings call into question the post-9/11 shift taken by the FBI and other law enforcement agencies toward stopping terrorist plots before they occur. While the vast majority of counterterrorism tactics involved are legally authorized, particularly after Congress and successive administrations relaxed restrictions on law enforcement and intelligence agencies for counterterrorism, they suggest that the government’s zeal to protect Americans has in some cases morphed into manufacturing threats.</p>
<p>The report focuses primarily on 27 cases and accordingly stops short of drawing systemic conclusions. It also finds several trials and convictions for &#8220;deliberate attempts at terrorism or terrorism financing&#8221; that it does not challenge.</p>
<p>The four high-profile domestic plots it found free of government involvement were the 2013 Boston Marathon bombing; Najibullah Zazi&#8217;s 2009 plot to bomb the New York subway; the attempted Times Square carbombing of 2010; and the 2002 shooting at Los Angeles International Airport&#8217;s El Al counter.</p>
<p>But the report is a rare attempt at a critical overview of a system often touted by the Obama administration and civil libertarian groups as a rigorous, capable and just alternative to the military tribunals and indefinite detention advocated by conservative critics. It comes as new pressure mounts on a variety of counterterrorism practices, from the courtroom use of warrantless surveillance to the no-fly list and law enforcement&#8217;s &#8220;suspicious activity reports&#8221; database.</p>
<p>In particular, Human Rights Watch examines the extent and impact of law enforcement&#8217;s use of terrorism informants, who can both steer people into attempted acts of violence and chill religious or civic behaviour in the communities they penetrate.</p>
<p>Linda Sarsour, the executive director of the Arab American Association of New York, a social services agency, told the Guardian she almost has a &#8220;radar for informants&#8221; sent to infiltrate her Brooklyn community.</p>
<p>While the FBI has long relied on confidential informants to alert them to criminal activity, for terrorism cases informants insert themselves into Muslim mosques, businesses and community gatherings and can cajole people toward a plot “who perhaps would never have participated in a terrorist act on their own initiative”, the study found.</p>
<p>Many trade information for cash. The FBI in 2008 estimated it had 15,000 paid informants. About 30% of post-9/11 terrorism cases are considered sting operations in which informants played an “active role” in incubating plots leading to arrest, according to studies cited in the Human Rights Watch report. Among those roles are making comments “that appeared designed to inflame the targets” on “politically sensitive” subjects, and pushing operations forward if a target’s “opinions were deemed sufficiently troubling”.</p>
<p>Entrapment, the subject of much FBI criticism over the years, is difficult to prove in court. The burden is on a defendant to show he or she was not “predisposed” to commit a violent act, even if induced by a government agent. Human Rights Watch observes that standard focuses attention “not on the crime, but on the nature of the subject”, often against a backdrop where “inflammatory stereotypes and highly charged characterizations of Islam and foreigners often prevail”.</p>
<p>Among the informants themselves there is less ambiguity. “It is all about entrapment,” Craig Monteilh, one such former FBI informant tasked with mosque infiltration, told the Guardian in 2012.</p>
<p>Informants, the study found, sometimes overcome their targets’ stated objections to engage in terrorism. A man convicted in 2006 of attempting to bomb the Herald Square subway station in Manhattan told an informant who concocted the plot he would have to check with his mother and was uncomfortable planting the bombs himself. One member of the &#8220;Newburgh Four&#8221; plot to attack synagogues and military planes – whose case is the subject of an HBO documentary airing on Monday – told his informant “maybe my mission hasn’t come yet”.</p>
<p>Once in court, terrorism cases receive evidentiary and pre-trial leeway rarely afforded to non-terrorism cases. A federal judge in Virginia permitted into evidence statements made by a defendant while in a Saudi jail in which the defendant, Amed Omar Abu Ali, alleged torture, a longstanding practice in Saudi Arabia. The evidence formed the basis for a conviction, and eventually a life sentence, for conspiracy to assassinate George W Bush. Mohammed Warsame, who pleaded guilty to conspiracy to provide material support to a foreign terrorist organization, was held in solitary confinement for five years before his trial.</p>
<p>Another implication of the law-enforcement tactics cited the report is a deepening alienation of American Muslims from a government that publicly insists it needs their support to head off extremism but secretly deploys informants to infiltrate mosques and community centers.</p>
<p>“The best way to prevent violent extremism inspired by violent jihadists is to work with the Muslim American community – which has consistently rejected terrorism – to identify signs of radicalization and partner with law enforcement when an individual is drifting towards violence. And these partnerships can only work when we recognize that Muslims are a fundamental part of the American family,” Obama said in a high-profile 2013 speech.</p>
<p>Yet the Obama administration has needed to purge Islamophobic training materials from FBI counterterrorism, which sparked deep suspicion in US Muslim communities. It is now conducting a review of similar material in the intelligence community after a document leaked by Edward Snowden used the slur “Mohammed Raghead” as a placeholder for Muslims.</p>

				<content:encoded><![CDATA[<p>WASHINGTON – Secretary of State Hillary Rodham Clinton said Monday the killing of al-Qaida leader Osama bin Laden is not the end of the war on terrorism and warned the network&#8217;s members that the United States would be relentless in its pursuit of them.</p>
<p>Clinton said bin Laden&#8217;s death at the hands of U.S. forces in Pakistan nearly a decade after the Sept. 11, 2001 terrorist attacks proved the United States was committed to tracking down the perpetrators of extremist violence and bringing them to justice.</p>
<p>&#8220;Even as we mark this milestone, we should not forget that the battle to stop al-Qaida and its syndicate of terror will not end with the death of bin Laden,&#8221; she said.</p>
<p>Turning to deliver a direct message to bin Laden&#8217;s followers, she vowed: &#8220;You cannot wait us out. You cannot defeat us but you can make the choice to abandon al-Qaida and participate in a peaceful political process.&#8221;</p>
<p>Clinton&#8217;s message comes as the U.S. and its partners in Afghanistan are trying to convince Taliban militants to renounce ties with al-Qaida and join Afghan society as part of Afghan President Hamid Karzai&#8217;s reconciliation program.</p>
<p>She said the U.S. would continue to boost counterterrorism cooperation with other nations, including Pakistan.</p>
<p>Clinton also said the U.S. was committed to supporting the people and government of Pakistan and defending their people and democracy from violent extremism. She said that bin Laden had also declared war on Pakistan and had ordered the killing of Pakistani men, women and children.</p>
<p>Clinton said that history would record that bin Laden&#8217;s death had come at a time when people in the Middle East and North Africa were rejecting the &#8220;extremist narrative&#8221; and were standing up for freedom and democracy. She said there was &#8220;no better rebuke to al-Qaida and its heinous ideology.&#8221;</p>
<p>Shortly after President Barack Obama announced bin Laden&#8217;s death, the State Department issued a worldwide travel alert, warning U.S. citizens traveling or living overseas of the heightened risk of anti-American violence in the wake of the operation.</p>
<p>It did not specify individual countries of concern, but on Monday the U.S. embassy in Islamabad, as well as the U.S. consulates in Karachi, Lahore and Peshawar were closed for all but emergency services.</p>
<p>The embassy in Islamabad released a notice advising Americans &#8220;of the possibility of violent protests and demonstrations in major cities of Pakistan,&#8221; specifically near the U.S diplomatic missions. &#8220;Spontaneous protests in reaction to the recent events could erupt at any time at locations perceived as Western, including restaurants and areas where foreigners are known to congregate and may turn violent,&#8221; it said.</p>

				<content:encoded><![CDATA[<p>Al-Qaeda leader Osama bin Laden, the number one most-wanted fugitive for nearly a decade, was killed in Pakistan Sunday, the White House announced.</p>
<p>President Barack Obama made a live statement shortly after 11:30 p.m. from the East Room of the White House.</p>
<p>&#8220;Tonight, I can report to the American people and to the world that the United States has conducted an operation that killed Osama bin Laden, the leader of al-Qaeda, and a terrorist who’s responsible for the murder of thousands of innocent men, women, and children,&#8221; he began.</p>
<p>The U.S. received an intelligence lead last August about bin Laden&#8217;s whereabouts, Obama said, and that he had enough information by Sunday to launch a targeted military operation on the compound pinpointed as bin Laden&#8217;s location, in Abbottabad, Pakistan.</p>
<p>&#8220;A small team of Americans carried out the operation with extraordinary courage and capability,&#8221; Obama said. &#8220;No Americans were harmed. They took care to avoid civilian casualties. After a firefight, they killed Osama bin Laden and took custody of his body.&#8221;</p>
<p>White House officials said that the operation was in cooperation with Pakistani authorities, and was carried out by Navy SEALs in helicopters who rehearsed the operation to avoid civilian casualties. Reportedly, one woman who was used as a human shield was killed.</p>
<p>Crowds gathered outside the White House and around the country after the speech, waving flags and singing the National Anthem. U.S. diplomatic centers are reportedly on high alert in case of retaliation.</p>
<p>Obama stressed that the decade-long War on Terror has never been a war on Islam. He thanked intelligence officials and counterterrorism professionals for their work over the years.</p>
<p>&#8220;Americans understand the costs of war,&#8221; Obama said. &#8220;Yet as a country, we will never tolerate our security being threatened, nor stand idly by when our people have been killed. We will be relentless in defense of our citizens and our friends and allies. We will be true to the values that make us who we are. And on nights like this one, we can say to those families who have lost loved ones to al-Qaeda’s terror: justice has been done.&#8221;</p>

				<content:encoded><![CDATA[<p>WASHINGTON &#8212; A provision in the new 9/11 health bill may be adding  insult to injury for people who fell sick after their service in the  aftermath of the 2001 Al Qaeda attacks, The Huffington Post has learned.</p>
<p>The tens of thousands of cops, firefighters, construction workers and  others who survived the worst terrorist assault in U.S. history and  risked their lives in its wake will soon be informed that their names  must be run through the FBI’s terrorism watch list, according to a  letter obtained by HuffPost.</p>
<p>Any of the responders who are not compared to the database of  suspected terrorists would be barred from getting treatment for the  numerous, worsening ailments that the James Zadroga 9/11 Health And  Compensation Law was passed to address.</p>
<p>It’s a requirement that was tacked onto the law during the bitter debates over it last year.</p>
<p>The letter from Dr. John Howard, director of the National Institute  for Occupational Safety and Health, informs medical providers and  administrators that they should begin letting patients know before the  new program kicks in this July.</p>
<p>“This is absurd,” said Glen Kline, a former NYPD emergency services officer. “It’s silly. It’s stupid. It’s asinine.”</p>
<p>“It’s comical at best, and I think it’s an insult to everyone who  worked on The Pile and is sick and suffering from 9/11,” said John Feal,  a former construction worker who lost half a foot at Ground Zero and  runs the advocacy group Fealgood Foundation.</p>
<p>The provision was added in <a href="http://bit.ly/enTodZ" target="_hplink">an amendment by Rep. Cliff Stearns</a> (R-Fla.) during the heated debate over the bill in the House Energy and Commerce Committee last May.</p>
<p>Sept. 11 responders in the committee room at the time mostly <a href="http://nydn.us/gwWoES" target="_hplink">shook their heads at the move</a>,  which Democrats accepted on a voice vote after battling to bar other  amendments on abortion and immigration that might have killed the bill.</p>
<p>But suddenly the point is no longer just a strategic concession to get a law passed.</p>
<p>As doctors and administrators begin acting on the federal  instructions, participants in the 9/11 treatment and monitoring programs  will soon be told that their names, places of birth, addresses,  government ID numbers and other personal data will be provided to the  FBI to ensure they are not terrorists.</p>
<p>Howard&#8217;s instructions include a sample letter to responders designed to minimize alarm.</p>
<p>“Although neither we nor [the Centers for Disease Control]/NIOSH  anticipate the name of any individual in the current Programs will be on  the list, CDC/NIOSH is expressly required by law to implement this  particular requirement of the Act,” it says.</p>
<p>“Thank you for your understanding. We look forward to working with  you and ensuring that you continue to receive uninterrupted services  under the new WTC Health Program,” it concludes.</p>
<p>Feal, who counts hundreds and first responders in his foundation&#8217;s membership, predicted the letters would not go over well.</p>
<p>“When cops and firefighters get this at home, they’re going to hit the roof,” he said.</p>
<p>Kline, who sits on the Fealgood Foundation’s board, said he  personally wasn’t offended, but couldn’t think of a good reason for cops  and firefighters to be screened by the FBI in order to keep getting  treatment.</p>
<p>“I mean, who are we even talking about &#8212; the undocumented workers  who cleaned the office buildings?” wondered Kline Thursday. “We know who  all the cops, firefighters and construction workers were. They’re all  documented.</p>
<p>“Is the idea that a terrorist stayed to help clean up? And then  stayed all these years to try and get benefits?” he asked. “In all the  things I’ve seen out of Washington, this probably takes the cake.”</p>
<p>Some are more understanding.</p>
<p>“Do we want terrorists getting money? No,” said Anthony Flammia, a  former NYPD Highway Patrol officer and Sept. 11 responder. “How do you  know if there were any terrorists there? Where they there as observers,  watching? Probably.”</p>
<p>But he noted that his perspective likely would not be shared,  especially if people whose names are similar to actual terror suspects  get flagged, as happens with air travelers.</p>
<p>“I’ve got nothing to hide, so it’s no big deal for me, but there’s  got to be safeguards in place to protect the people who are innocent,”  Flammia said. “It’s going to be controversial,” he added. “It’s probably  going to create an uproar, but I think it will dissipate. I hope  they&#8217;re ready to answer people&#8217;s questions.”</p>
<p>Congressman Stearns said in a statement that his intent was to answer exactly the questions raised by Flammia.</p>
<p>“This amendment was adopted in the full Energy and Commerce Committee  without opposition and it merely requires that the names of those  receiving health benefits be cross-checked with the terrorist watch list  to ensure that no terrorists get these benefits,” Stearns said.</p>
<p>“These benefits are not just for our first responders; nearly anyone  who was in the vicinity or worked on a cleanup crew afterward is  eligible,” he noted.</p>
<p>The prohibition is included in two parts of the bill. One  specifically covers responders, while the other deals with all  survivors, including office workers, bystanders and residents.</p>
<p>Feal acknowledged that the terrorist screening has to be done because it is the law, and that the letters have to go out.</p>
<p>But he holds Stearns responsible, as well as several other Republicans who were hostile to the 9/11 bill, and tried to <a href="http://nydn.us/dS4ZmO" target="_hplink">tack all manner of amendments</a> onto it.</p>
<p>“I think Congressman Stearns is stabbing at pettiness. He’s a  buffoon,” Feal said. “We get sicker and die, and they’re going to  disseminate a letter wondering whether we’re terrorists or not. &#8230; I  think everybody needs to start showing a little more compassion.”</p>

<p>against International Terrorism,</p>
<p>defending our Values</p>
<p>and our Civilization.</p>
<p>Western anti-terror legislation does not allow the state to be considered in any way culpable for terrorist activities. As far as our elected representatives are concerned, terrorism is a problem of loosely associated groups of reactionary fanatics “attacking our freedoms”. The assumption, never explicitly stated for then it would be revealed, and easily and permanently ridiculed, is that the state is innocent, immune to indulging in such barbaric practices. Written into the rule of law itself, this assumption posits the state as a paternal Fuhrer, a God figure whom we must all entrust our lives and liberties to.</p>
<p>Yet whichever way you look at it, international terrorism has its origins in the state itself. There are many ways of understanding this, but perhaps the most pertinent for our purposes is contemporary history. We don’t need to go very far back either. Only twenty odd years, to the era of the Cold War, when we were also getting Trigger-Happy trying to defend the “Free World” from the “Evil Empire” of International Communism, as Ronald Reagan put it so aptly.</p>
<p>The “strategy of tension” denotes a highly secretive series of interconnected covert operations conducted jointly by the CIA and MI6 largely in Western Europe during the this period. Well-documented by several respected historians, confirmed by official inquiries, and corroborated by former intelligence officials, the “strategy of tension” is one of those unsavoury moments in contemporary history that we don’t learn about in school, or even university.</p>
<p>My favourite book on the subject, and the most authoritative in my view, is Dr. <a href="http://www.danieleganser.ch/">Daniele Ganser</a>’s <em><a href="http://www.routledge.com/shopping_cart/products/product_detail.asp?sku=&amp;isbn=9780714685007&amp;parent_id=5251&amp;pc=/shopping_cart/categories/categories_products.asp?parent%5Fid%3D5251%26so%3D1">NATO’s Secret Armies</a>: Operation Gladio and Terrorism in Western Europe</em> (2004). Published in the UK as part of the “Contemporary Security Studies” series of London-based academic press Routledge, Ganser’s study is the first major historical work to bring the “strategy of tension” into the mainstream of scholarship.</p>
<p>During the Cold War, indeed through to the late 1980s, the United States, United Kingdom, and Western European governments and secret services, participated in a sophisticated NATO-backed operation to engineer terrorist attacks inside Western Europe, to be blamed on the Soviet Union. The objective was to galvanize public opinion against leftwing policies and parties, and ultimately to mobilize popular support for purportedly anti-Soviet policies at home and abroad – most of which were really designed to legitimize <a href="http://www.mediamonitors.net/mosaddeq12.html">brutal military interventions </a>against nationalist independence movements in the “Third World”.</p>
<p>Ganser was a Senior Researcher at the Center for Security Studies in the Swiss Federal Institute of Technology, Zurich, before he moved to Basel University to teach history. Citing the transcripts of European parliamentary inquiries; the few secret documents that have been declassified; interviews with government, military and intelligence officials; and so on, Ganser shows how intimately the British were involved.</p>
<p>In fact, it wasn’t even an American idea – it was very much ours. The strategy of tension began on the order of British Prime Minister Winston Churchill, who in July 1940 called for the establishment of a secret army to “set Europe ablaze by assisting resistance movements and carrying out subversive operations in enemy held territory.” (p. 40) By 4th October 1945, the British Chiefs of Staff and the Special Operations branch of MI6 directed the creation of what Ganser describes as a “skeleton network” capable of expansion either in war or to service clandestine operations abroad: “Priority was given in carrying out these tasks to countries likely to be overrun in the earliest stages of any conflict with the Soviet Union, but not as yet under Soviet domination.” (p. 41) In the ensuing years, Col. Gubbins’ Special Operations branch of MI6 cooperated closely with Frank Wisner’s CIA covert action department Office of Policy Coordination (OPC) on White House orders, and in turn coordinated US and UK Special Forces, to establish stay-behind secret armies across western Europe. (p. 42)</p>
<p>Among the documents Ganser brings to attention is the classified Field Manual 30-31, with appendices FM 30-31A and FM 30-31B, authored by the Pentagon’s Defense Intelligence Agency (DIA) to train thousands of stay-behind officers around the world. The field manual was published in the 1987 parliamentary report of the Italian parliamentary investigation into the terrorist activities of “P2”, the CIA-MI6 sponsored Italian anti-communist network. As Ganser observes: “FM 30-31 instructs the secret soldiers to carry out acts of violence in times of peace and then blame them on the Communist enemy in order to create a situation of fear and alertness. Alternatively, the secret soldiers are instructed to infiltrate the left-wing movements and then urge them to use violence.” In the manual’s own words:</p>
<p><em>“There may be times when Host Country Governments show <strong>passivity or indecision</strong> in the face of Communist subversion and <strong>according to the interpretation of the US secret services do not react with sufficient effectiveness</strong>… US army intelligence must have the means of launching special operations which will <strong>convince Host Country Governments and public opinion of the reality of the insurgent danger</strong>. To reach this aim <strong>US army intelligence should seek to penetrate the insurgency by means of agents on special assignment, with the task of forming special action groups among the most radical elements of the insurgency</strong>… In case it has not been possible to successfully infiltrate such agents into the leadership of the rebels it can be useful to <strong>instrumentalise extreme leftist organizations for one’s own ends in order to achieve the above described targets</strong>… These special operations must remain strictly secret. Only those persons which are acting against the revolutionary uprising shall know of the involvement of the US Army…”</em> (p. 234-297)</p>
<p>The existence of this secret operation exploded into public controversy when in August 1990 upon the admissions in parliament by Italian Prime Minister <a href="http://www.threemonkeysonline.com/article_nato_gladio_terrorism_strategy_of_tension.htm">Giulio Andreotti</a>, the existence of ‘Gladio’ was exposed as a secret sub-section of Italian military-intelligence services, responsible for domestic bombings blamed on Italian Communists. Ganser documents in intricate detail how a subversive network created by elements of western intelligence services – particularly that of the US and UK &#8211; orchestrated devastating waves of terrorist attacks blamed on the Soviet Union, not only in Italy, but also in Spain, Germany, France, Turkey, Greece, i.e. throughout western Europe. Despite a number of European parliamentary inquiries; an European Union resolution on the Gladio phenomenon; NATO’s close-doors admissions to European ambassadors; confirmations of the international operation from senior CIA officials; and other damning documentary evidence; NATO, the CIA and MI6 have together consistently declined to release their secret files on the matter.</p>
<p>The Strategy of Tension simply isn’t part of our historical consciousness. Very few historians of the Cold War are fully conversant with it, let alone academics working in international relations and political science. This is despite the fact that it played an instrumental role in physically constructing a threat, projected into the USSR, which did not ultimately ex<br />
ist. Ipso facto, the Strategy of Tension belongs to the waste-bin of history.</p>
<p>The immense fear and chaos generated by the impact of the Operation Gladio phenomenon throughout western Europe was instrumental in legitimizing the interventionist policies of the Anglo-American alliance in the South, throughout the Cold War period. Although the Soviet Union was supposed to be the real threat and source of terror, and thus the ultimate object of the over 70 military interventions conducted since 1945 [see William Blum’s Killing Hope (London: Zed, 1995)] the Soviet threat was in fact actively exaggerated ideologically – and even physically constructed through clandestine operations – to mobilize the comprehensive militarization of western societies. This does not mean that many government officials did not believe their own propaganda. But we now know that there was a secretive sub-section of the Western intelligence community, known only to very few members of elected governments, that was involved in this.</p>
<p>The number of people who were killed across the “Third World” as a consequence of this militarization process is shocking, its implications genuinely difficult to absorb. According to Dr. J. W. Smith, a US development economist who runs the Institute for Economic Democracy in Arizona, in our glorious self-evidently noble fight to defend the “Free World” from imminent Soviet attacks, invasions, and general inconceivably irrational hell-bent pure evilness, Western states:</p>
<p><em>“… were responsible for <strong>violently killing 12 to 15 million people since WW II</strong> and causing the death of hundreds of millions more as their economies were destroyed or those countries were denied the right to restructure to care for their people. Unknown as it is, and recognizing that this has been standard practice throughout colonialism, that is the record of the Western imperial centers of capital from 1945 to 1990” [Smith, Economic Democracy: The Political Struggle of the 21st Century (2003)]</em></p>
<p><strong>12 to 15 million people from 1945 to 1990.<br /></strong><br />I have to repeat these figures to myself to absorb their implications.</p>
<p>Repeat these figures to yourself.</p>
<p>Six million Jews in the Second World War, and now 12 to 15 million innocents in the post-WWII period. The former in the name of German <em>lebensraum</em>. The latter in the name of the free market.</p>
<p>Yet as a society, as a Civilization, we are oblivious, utterly blind, to our historic complicity in the systematic destruction of &#8220;Other&#8221; societies who fail to conform to our (deluded) self-image of universal prosperity.</p>
<p>It is a blindness with which we remain afflicted.</p>
<p>Consider Blair’s rendition of the “<a href="http://www.mediamonitors.net/mosaddeq35.html">War on Terror</a>” in early 2007, as “a clash not between civilizations”, but rather “about civilization.” The War on Terror is therefore a continuation of “the age-old battle between progress and reaction, between those who embrace the modern world and those who reject its existence.”</p>
<p>And what is this <a href="http://www.mediamonitors.net/mosaddeq13.html">&#8220;progress&#8221;, this &#8220;modernity&#8221;</a> that should be embraced? The &#8220;progress&#8221; that slaughtered millions of men, women and children across continents, in Nicaragua, El Salvador, in Somalia, Rwanda, in Kenya, Malaya, in Oman, Iraq, etc. etc. (in no particular order and with significant omissions)?</p>
<p>If this is modernity then I must be a backward, semi-feudal ignoramus. Along with most of the population of the entire world. But then, who cares what the world says? Bush, Blair, and their enlightened ilk are no doubt the modern civilized ones. As long as they do what they think is right. Right???</p>

				<content:encoded><![CDATA[<p>WASHINGTON — The Obama administration has decided to begin publicly walking away from what it once touted as key deadlines in the war in Afghanistan in an effort to de-emphasize President Barack Obama&#8217;s pledge that he&#8217;d begin withdrawing U.S. forces in July 2011, administration and military officials have told McClatchy.</p>
<p>The new policy will be on display next week during a conference of NATO countries in Lisbon, Portugal, where the administration hopes to introduce a timeline that calls for the withdrawal of U.S. and NATO forces from Afghanistan by 2014, the year when Afghan President Hamid Karzai once said Afghan troops could provide their own security, three senior officials told McClatchy, along with others speaking anonymously as a matter of policy.</p>
<p>The Pentagon also has decided not to announce specific dates for handing security responsibility for several Afghan provinces to local officials and instead intends to work out a more vague definition of transition when it meets with its NATO allies.</p>
<p>What a year ago had been touted as an extensive December review of the strategy now also will be less expansive and will offer no major changes in strategy, the officials told McClatchy. So far, the U.S. Central Command, the military division that oversees Afghanistan operations, hasn&#8217;t submitted any kind of withdrawal order for forces for the July deadline, two of those officials told McClatchy.</p>
<p>The shift already has begun privately and came in part because U.S. officials realized that conditions in Afghanistan were unlikely to allow a speedy withdrawal.</p>
<p>&#8220;During our assessments, we looked at if we continue to move forward at this pace, how long before we can fully transition to the Afghans? And we found that we cannot fully transition to the Afghans by July 2011,&#8221; said one senior administration official. &#8220;So we felt we couldn&#8217;t focus on July 2011 but the period it will take to make the full transition.&#8221;</p>
<p>Another official said the administration also realized in contacts with Pakistani officials that the Pakistanis had concluded wrongly that July 2011 would mark the beginning of the end of U.S. military operations in Afghanistan.</p>
<p>That perception, one Pentagon adviser said, has convinced Pakistan&#8217;s military — which is key to preventing Taliban sympathizers from infiltrating Afghanistan — to continue to press for a political settlement instead of military action.</p>
<p>&#8220;This administration now understands that it cannot shift Pakistani approaches to safeguarding its interests in Afghanistan with this date being perceived as a walk-away date,&#8221; the adviser said.</p>
<p>Last week&#8217;s midterm elections also have eased pressure on the Obama administration to begin an early withdrawal. Earlier this year, some Democrats in Congress pressed to cut off funding for Afghanistan operations. With Republicans in control of the House of Representatives beginning in January, however, there&#8217;ll be less push for a drawdown. The incoming House Armed Services chairman, Rep. Howard &#8220;Buck&#8221; McKeon, R-Calif., told Reuters last week that he opposed setting the date.</p>
<p>The White House vehemently denies that there is any change in policy. &#8220;The president has been crystal clear that we will begin drawing down troops in July of 2011. There is absolutely no change to that policy,&#8221; said Tommy Vietor, a White House spokesman.</p>
<p>On Tuesday, a White House official who spoke with reporters in a conference call arranged to discuss the December review, said the administration might withdraw some troops next July and may hand some communities over to Afghan authorities. But he said a withdrawal from Afghanistan could take &#8220;years,&#8221; depending on the capability of the Afghan national security forces.</p>
<p>He also said the December review would measure progress in eight areas, though he declined to specify what those are. Congress will get a report by early next year, but Army Gen. David Petraeus, the commander of U.S.-led international forces in Afghanistan, will not testify.</p>
<p>&#8220;This is designed to be an inside the administration perspective,&#8221; he said, adding it will &#8220;set the policymaking calendar&#8221; for the Obama administration&#8217;s first six months of next year.</p>
<p>De-emphasizing deadlines also allows the administration greater flexibility in responding to conditions in Afghanistan, officials said.</p>
<p>While the Taliban are facing increasing coalition airstrikes, they have no driving incentive to negotiate with an unpopular government. Officials here quietly worry that while they, too, are seeing some drops in violence and the Taliban&#8217;s hold in pockets of Afghanistan, those limited improvements aren&#8217;t leading to better governance.</p>
<p>A U.N. report issued in August showed that civilian casualties rose 31 percent during the first half of the year compared with the previous year, 76 percent were caused by the Taliban, it said. So far, more than 400 U.S. troops have been killed this year.</p>
<p>Many officials here privately worry that talk of a withdrawal without results will cost the military credibility, with Americans and Afghans alike.</p>
<p>&#8220;What we ultimately need in Afghanistan is good governance,&#8221; said one senior military officer. &#8220;Right now there is a gap&#8221; between security gains and governance.</p>
<p>Christopher Preble, the director for foreign policy studies at the Cato Institute, a libertarian think tank in Washington, said he&#8217;s not surprised that the scope of the December review has narrowed and that Obama administration officials are no longer highlighting the July 2011 date.</p>
<p>&#8220;The very players who were arguing so strenuously for a deepening of our involvement in Afghanistan a year ago are unlikely to now declare that their earlier recommendations were faulty,&#8221; he said.</p>

				<content:encoded><![CDATA[<p>In a recent interview with Iran&#8217;s Press TV, leading American intellectual and political dissident Noam Chomsky stated that the wars launched in response to the 9/11 attacks are &#8220;criminal&#8221; and noted that US government provided no evidence that bin Laden was responsible for the attacks before bombing Afghanistan.</p>
<p>Chomsky told <a href="http://www.presstv.ir/detail/149520.html">Press TV</a>: &#8220;The explicit and declared motive of the [Afghanistan] war was to compel the Taliban to turn over to the United States, the people who they accused of having been involved in World Trade Center and Pentagon terrorist acts. The Taliban…they requested evidence…and the Bush administration refused to provide any. We later discovered one of the reasons why they did not bring evidence: they did not have any.&#8221;</p>
<p>In the years since 9/11, Chomsky has often been at odds with activists seeking accountability for the attacks, which have been used as justification for an ongoing global &#8220;war on terror&#8221; and continuing infringement of civil liberties. Chomsky has at times derided the cause and accused 9/11 activists of distracting from more important issues. In 2008, Chomsky added his name to <a href="http://www.petitiononline.com/july10/petition.html">a petition</a> started by 9/11 family members calling for the release of classified documents relating to the 9/11 attacks.</p>

				<content:encoded><![CDATA[<p>Though the administration has declined to raise the terror alert level, <a href="http://www.bbc.co.uk/news/world-us-canada-11654390">the very public nature of the Yemen bomb plot</a> is seen as giving President Obama and incumbent Congressional Democrats a much-needed political shot in the arm, conveniently enough just days before the midterm elections.</p>
<p>The plot gave an opportunity for President Obama to look “presidential,” experts say, as he gave a high profile speech <a href="http://news.antiwar.com/2010/10/29/2010/10/29/obama-vows-to-destroy-al-qaeda-in-yemen/">vowing “any steps necessary” to see al-Qaeda’s Yemeni affiliate destroyed</a>.</p>
<p>The fact that by all accounts no explosives appear to have actually gotten to the United States also likely plays to the administration’s advantage, and indeed the advantage of all incumbents, who can claim that the “system worked” in this regard even as they promise major new foreign policy ventures in retaliation.</p>
<p>Though former Bush-era offical Gordon Johndroe insisted that these attacks can “cut either way” politically right before the election, the recent history in the US and abroad suggests that they have pretty much universally favored the incumbent, and while this particularly incident appears much larger, it does not appear to be any different in that regard.</p>
<p>Recent polls had showed Democrats taking big hits in the upcoming Midterm election, and President Obama’s campaigning doing very little to help. The consequences of a shift in the popular interest away from the economy and onto hawkish rhetoric about revenge attacks against al-Qaeda at the last minute could be significant, and might well mean that the massive losses the incumbents were facing will no longer apply.</p>
