				<content:encoded><![CDATA[<p>MIAMI LAKES, Fla. — The episode could have been a chapter from the thriller written by former Senator Bob Graham of Florida about a shadowy Saudi role in the Sept. 11 attacks.</p>
<p>A top F.B.I. official unexpectedly arranges a meeting at Dulles International Airport outside Washington with Mr. Graham, the former chairman of the Senate Intelligence Committee, after he has pressed for information on a bureau terrorism inquiry. Mr. Graham, a Democrat, is then hustled off to a clandestine location, where he hopes for a breakthrough in his long pursuit of ties between leading Saudis and the Sept. 11 hijackers.</p>
<p>This real-life encounter happened in 2011, Mr. Graham said, and it took a startling twist.</p>
<p>“He basically said, ‘Get a life,’ ” Mr. Graham said of the F.B.I. official, who suggested that the former senator was chasing a dead-end investigation.</p>
<p>Mr. Graham, 78, a two-term governor of Florida and three-term senator who left Capitol Hill in 2005, says he will not relent in his efforts to force the government to make public a secret section of a congressional review he helped write — one that, by many accounts, implicates Saudi citizens in helping the hijackers.</p>
<p>“No. 1, I think the American people deserve to know the truth of what has happened in their name,” said Mr. Graham, who was a co-chairman of the 2002 joint congressional inquiry into the terrorist attacks. “No. 2 is justice for these family members who have suffered such loss and thus far have been frustrated largely by the U.S. government in their efforts to get some compensation.”</p>
<p>Mr. Graham’s focus on a possible Saudi connection has received renewed attention because of claims made by victims’ families in a federal court in New York that Saudi Arabia was responsible for aiding the Sept. 11 hijackers and because of a Freedom of Information Act lawsuit filed against the F.B.I. in Florida.</p>
<p>In sworn statements in the two cases, Mr. Graham has said there was evidence of support from the Saudi government for the terrorists. He also says the F.B.I. withheld from his inquiry, as well as a subsequent one, the fact that the bureau had investigated a Saudi family in Sarasota, Fla., and had found multiple contacts between it and the hijackers training nearby until the family fled just before the attacks.</p>
<p>Despite the F.B.I.’s insistence to the contrary, Mr. Graham said there was no evidence that the bureau had ever disclosed that line of investigation to his panel or the national commission that reviewed the attacks and delivered a report in 2004.</p>
<p>“One thing that irritates me is that the F.B.I. has gone beyond just covering up, trying to avoid disclosure, into what I call aggressive deception,” Mr. Graham said during an interview in a family office in this Miami suburb, which rose on what was a sprawling dairy farm operated by Mr. Graham’s father, also political leader in Florida.</p>

				<content:encoded><![CDATA[<p>Just before Christmas, former FBI special agent Mark Rossini greeted me with his usual good cheer when we met for drinks in a midtown Manhattan restaurant. He told me his life had finally taken a turn for the better. He’s spending most of his time in Switzerland, where he works for a private global corporate-security firm. “Life’s good,” he said.</p>
<p>Good, but with a few major changes. Rossini was drinking club soda instead of the expensive cabernets he quaffed when I first knew him as a high-flying FBI official in Washington a decade ago, when he was a special assistant to the bureau’s chief spokesman, John Miller (now with the New York City Police Department). “I’ve cut back,” he said. “Feeling good.”</p>
<p>But when I ask him how he’s really doing, the light in his eyes dims. “Well, you know, I still miss the job,” he said, shaking his head. A boneheaded move—showing confidential FBI documents to his actress-flame Linda Fiorentino, who said she was researching a script about L.A. wiretapper extraordinaire Anthony Pellicano—cost him his career in 2008 and nearly landed him in jail.</p>
<p>“What’s past is past,” he said. But not all of it. He quickly told me of an encounter the day before on a street in Yonkers, where he keeps an apartment. He’d run into a close family friend who’d lost relatives at the World Trade Center on 9/11. “Mark,” she told him, “you’ve got to get to the bottom of this.”</p>
<p>“She says that every time I see her,” he said, his mouth turning down. But now, at 53, six years out of the bureau, he’s making a determined effort to do just that—to close some of the gaping holes in the official 9/11 narrative, which blames the attacks on a vague “intelligence failure.”</p>
<p>Rossini is well placed to do just that. He’s been at the center of one of the enduring mysteries of 9/11: Why the CIA refused to share information with the FBI (or any other agency) about the arrival of at least two well-known Al-Qaeda operatives in the United States in 2000, even though the spy agency had been tracking them closely for years.</p>
<p>That the CIA did block him and Doug Miller, a fellow FBI agent assigned to the “Alec Station,” the cover name for CIA’s Osama bin Laden unit, from notifying bureau headquarters about the terrorists has been told before, most notably in a 2009 Nova documentary on PBS, “The Spy Factory.” Rossini and Miller related how they learned earlier from the CIA that one of the terrorists (and future hijacker), Khalid al-Mihdhar, had multi-entry visas on a Saudi passport to enter the United States. When Miller drafted a report for FBI headquarters, a CIA manager in the top-secret unit told him to hold off. Incredulous, Miller and Rossini had to back down. The station’s rules prohibited them from talking to anyone outside their top-secret group.</p>
<p>All these years later, Rossini still regrets complying with that command. If he had disobeyed the gag order, the nearly 3,000 Americans slaughtered on 9/11 would probably still be alive. “This is the pain that never escapes me, that haunts me each and every day of my life,” he wrote in the draft of a book he shared with me. “I feel like I failed, even though I know it was the system and the intelligence community on the whole that failed.”</p>
<p>The various commissions and internal agency reviews that examined the “intelligence failure” of 9/11 blamed institutional habits and personal rivalries among CIA, FBI and National Security Agency (NSA) officials for preventing them from sharing information. Out of those reviews came the creation of a new directorate of national intelligence, which stripped the CIA of its coordinating authority. But blaming “the system” sidesteps the issue of why one CIA officer in particular, Michael Anne Casey, ordered Rossini’s cohort, Miller, not to alert the FBI about al-Mihdhar. Or why the CIA’s Alec Station bosses failed to alert the FBI—or any other law enforcement agency—about the arrival of Nawaf al-Hazmi, another key Al-Qaeda operative (and future hijacker) the agency had been tracking to and from a terrorist summit in Malaysia.</p>
<p>Because Casey remains undercover at the CIA, Rossini does not name her in his unfinished manuscript. But he wrote, “When I confronted this person&#8230;she told me that ‘this was not a matter for the FBI. The next al-Qaeda attack is going to happen in Southeast Asia and their visas for America are just a diversion. You are not to tell the FBI about it. When and if we want the FBI to know about it, we will.’”</p>
<p>Rossini recalled going to Miller’s cubicle right after his conversation with Casey. “He looked at me like I was speaking a foreign language.… We were both stunned and could not understand why the FBI was not going to be told about this.”</p>
<p>It remains a mystery. None of the post-9/11 investigating bodies were able to get to the bottom of it, in part because Rossini and Miller, who continued to work at Alec Station after the attacks, didn’t tell anyone what happened there. When congressional investigators came sniffing around, they kept their mouths shut.</p>

				<content:encoded><![CDATA[<p>Nearly all of the highest-profile domestic terrorism plots in the United States since 9/11 featured the &#8220;direct involvement&#8221; of government agents or informants, a new report says.</p>
<p>Some of the controversial &#8220;sting&#8221; operations &#8220;were proposed or led by informants&#8221;, bordering on entrapment by law enforcement. Yet the courtroom obstacles to proving entrapment are significant, one of the reasons the stings persist.</p>
<p>The lengthy report, released on Monday by Human Rights Watch, raises questions about the US criminal justice system&#8217;s ability to respect civil rights and due process in post-9/11 terrorism cases. It portrays a system that features not just the sting operations but secret evidence, anonymous juries, extensive pretrial detentions and convictions significantly removed from actual plots.</p>
<p>&#8220;In some cases the FBI may have created terrorists out of law-abiding individuals by suggesting the idea of taking terrorist action or encouraging the target to act,&#8221; the report alleges.</p>
<p>Out of the 494 cases related to terrorism the US has tried since 9/11, the plurality of convictions – 18% overall – are not for thwarted plots but for &#8220;material support&#8221; charges, a broad category expanded further by the 2001 Patriot Act that permits prosecutors to pursue charges with tenuous connections to a terrorist act or group.</p>
<p>In one such incident, the initial basis for a material-support case alleging a man provided &#8220;military gear&#8221; to al-Qaida turned out to be waterproof socks in his luggage.</p>
<p>Several cases featured years-long solitary confinement for accused terrorists before their trials. Some defendants displayed signs of mental incapacity. Jurors for the 2007 plot to attack the Fort Dix army base, itself influenced by government informants, were anonymous, limiting defense counsel&#8217;s ability to screen out bias.</p>
<p>Human Rights Watch’s findings call into question the post-9/11 shift taken by the FBI and other law enforcement agencies toward stopping terrorist plots before they occur. While the vast majority of counterterrorism tactics involved are legally authorized, particularly after Congress and successive administrations relaxed restrictions on law enforcement and intelligence agencies for counterterrorism, they suggest that the government’s zeal to protect Americans has in some cases morphed into manufacturing threats.</p>
<p>The report focuses primarily on 27 cases and accordingly stops short of drawing systemic conclusions. It also finds several trials and convictions for &#8220;deliberate attempts at terrorism or terrorism financing&#8221; that it does not challenge.</p>
<p>The four high-profile domestic plots it found free of government involvement were the 2013 Boston Marathon bombing; Najibullah Zazi&#8217;s 2009 plot to bomb the New York subway; the attempted Times Square carbombing of 2010; and the 2002 shooting at Los Angeles International Airport&#8217;s El Al counter.</p>
<p>But the report is a rare attempt at a critical overview of a system often touted by the Obama administration and civil libertarian groups as a rigorous, capable and just alternative to the military tribunals and indefinite detention advocated by conservative critics. It comes as new pressure mounts on a variety of counterterrorism practices, from the courtroom use of warrantless surveillance to the no-fly list and law enforcement&#8217;s &#8220;suspicious activity reports&#8221; database.</p>
<p>In particular, Human Rights Watch examines the extent and impact of law enforcement&#8217;s use of terrorism informants, who can both steer people into attempted acts of violence and chill religious or civic behaviour in the communities they penetrate.</p>
<p>Linda Sarsour, the executive director of the Arab American Association of New York, a social services agency, told the Guardian she almost has a &#8220;radar for informants&#8221; sent to infiltrate her Brooklyn community.</p>
<p>While the FBI has long relied on confidential informants to alert them to criminal activity, for terrorism cases informants insert themselves into Muslim mosques, businesses and community gatherings and can cajole people toward a plot “who perhaps would never have participated in a terrorist act on their own initiative”, the study found.</p>
<p>Many trade information for cash. The FBI in 2008 estimated it had 15,000 paid informants. About 30% of post-9/11 terrorism cases are considered sting operations in which informants played an “active role” in incubating plots leading to arrest, according to studies cited in the Human Rights Watch report. Among those roles are making comments “that appeared designed to inflame the targets” on “politically sensitive” subjects, and pushing operations forward if a target’s “opinions were deemed sufficiently troubling”.</p>
<p>Entrapment, the subject of much FBI criticism over the years, is difficult to prove in court. The burden is on a defendant to show he or she was not “predisposed” to commit a violent act, even if induced by a government agent. Human Rights Watch observes that standard focuses attention “not on the crime, but on the nature of the subject”, often against a backdrop where “inflammatory stereotypes and highly charged characterizations of Islam and foreigners often prevail”.</p>
<p>Among the informants themselves there is less ambiguity. “It is all about entrapment,” Craig Monteilh, one such former FBI informant tasked with mosque infiltration, told the Guardian in 2012.</p>
<p>Informants, the study found, sometimes overcome their targets’ stated objections to engage in terrorism. A man convicted in 2006 of attempting to bomb the Herald Square subway station in Manhattan told an informant who concocted the plot he would have to check with his mother and was uncomfortable planting the bombs himself. One member of the &#8220;Newburgh Four&#8221; plot to attack synagogues and military planes – whose case is the subject of an HBO documentary airing on Monday – told his informant “maybe my mission hasn’t come yet”.</p>
<p>Once in court, terrorism cases receive evidentiary and pre-trial leeway rarely afforded to non-terrorism cases. A federal judge in Virginia permitted into evidence statements made by a defendant while in a Saudi jail in which the defendant, Amed Omar Abu Ali, alleged torture, a longstanding practice in Saudi Arabia. The evidence formed the basis for a conviction, and eventually a life sentence, for conspiracy to assassinate George W Bush. Mohammed Warsame, who pleaded guilty to conspiracy to provide material support to a foreign terrorist organization, was held in solitary confinement for five years before his trial.</p>
<p>Another implication of the law-enforcement tactics cited the report is a deepening alienation of American Muslims from a government that publicly insists it needs their support to head off extremism but secretly deploys informants to infiltrate mosques and community centers.</p>
<p>“The best way to prevent violent extremism inspired by violent jihadists is to work with the Muslim American community – which has consistently rejected terrorism – to identify signs of radicalization and partner with law enforcement when an individual is drifting towards violence. And these partnerships can only work when we recognize that Muslims are a fundamental part of the American family,” Obama said in a high-profile 2013 speech.</p>
<p>Yet the Obama administration has needed to purge Islamophobic training materials from FBI counterterrorism, which sparked deep suspicion in US Muslim communities. It is now conducting a review of similar material in the intelligence community after a document leaked by Edward Snowden used the slur “Mohammed Raghead” as a placeholder for Muslims.</p>

<p>Edmonds, once a contract linguist at the bureau, was fired a decade ago after complaining to FBI managers about shoddy wiretap translations and alleging that an interpreter with a relative at a foreign embassy might have compromised national security by blocking translations in some cases and notifying targets of FBI surveillance.</p>
<p>Edmonds sued for unlawful termination, but Attorney General John Ashcroft stopped her lawsuit by invoking the state secrets privilege. He said her claims might expose government secrets that could damage national security.</p>
<p>Attorney Stephen Kohn said his client&#8217;s book, &#8220;Classified Woman: The Sibel Edmonds Story,&#8221; contains no classified information, yet has been under review by the bureau for the past year. Bureau regulations promise reviews will take only 30 working days. In all, reviews can cover a dozen different factors, which may significantly delay the 30-day limit, said FBI spokesman Paul Bresson.</p>
<p>Kohn said the bureau&#8217;s interpretation of its legal responsibility has gone far beyond classified information.</p>
<p>The lawyer cites language in a Feb. 7 FBI letter that says the matters Edmonds writes about involve &#8220;many equities, some of which may implicate information that is classified.&#8221; Kohn also cites a non-disclosure agreement Edmonds signed that says the agreement is intended to prevent disclosure that would be &#8220;contrary to the law, regulation or public policy.&#8221;</p>
<p>In response, the bureau&#8217;s public affairs office pointed to the FBI website, which says the job of the bureau&#8217;s prepublication review office is to ensure that FBI personnel safeguard &#8220;sensitive and classified information&#8221; from unauthorized disclosure. The website says the obligation to safeguard is based on &#8220;statutes, regulations, access and employment agreements, contractual clauses and the fiduciary relationships into which employees or contractor personnel enter.&#8221;</p>
<p>Kohn says there are numerous court decisions which have held that prepublication review only can be used for secret and classified information.</p>
<p>&#8220;What this says is that Sibel Edmonds — and possibly countless other thousands of FBI employees and contractors — sign an agreement to have documentation censored if the FBI director thinks it&#8217;s contrary to public policy,&#8221; said Kohn.</p>

Instead of complying with the law, the FBI intentionally stalled the approval process for over <strong><span style="text-decoration: underline;">341</span></strong> days and has still refused to “clear” the book for publication.</span></p>

Kohn, “the controlling law strictly limits government’s ability to censor its employees. Agencies like the FBI may require pre-publication review of its employees’ writings, but may only censor classified or secret information.&nbsp; The government may not censor books or other writings on ‘policy’ grounds.&nbsp; The FBI’s employment contract with Ms. Edmonds is overreaching and illegal.” </span></p>

The FBI fired Ms. Edmonds for making protected disclosures about the misconduct she observed and later invoked the “state’s secret” privilege to suppress her story.</span></p>
<p><span style="font-family: Arial;">An independent investigation by the Department of Justice Office of Inspector General confirmed her allegations and the illegality of her termination. However, the Bush administration invoked the state secrets privilege in 2002 in order to have Ms. Edmonds’ whistleblower claims dismissed and to protect the government from embarrassment.</span></p>
<p><span style="font-family: Arial;">In recognition of her work to expose intelligence failures, Ms. Edmonds received the 2006 First Amendment Award, presented by the PEN American Center and Newman’s Own.</span></p>

				<content:encoded><![CDATA[<p>Davis said that in 1998 the FBI seized upon an opportunity to eavesdrop on every landline and telephone call into and out of Afghanistan in a bid to build intelligence on the Taliban. The Bureau discovered that the Taliban regime had awarded a major telephone network contract to a joint US-UK venture, run by an American entrepreneur, Ehsanollah Bayat and two British businessmen, Stuart Bentham and Lord Michael Cecil.</p>
<p>“The plan was simple” Davis said. “Because the Taliban wanted American equipment for their new phone network, this would allow the FBI and NSA, the National Security Agency, to build extra circuits into all the equipment before it was flown out to Afghanistan for use. Once installed, these extra circuits would allow the FBI and NSA to record or listen live to every single landline and mobile phone call in Afghanistan. The FBI would know the time the call was made and its duration. They would know the caller’s name, the number dialled, and even the caller’s PIN.”</p>
<p>But the plan, Operation Foxden, was delayed by a turf war, during which “the FBI and the CIA spent more than a year fighting over who should be in charge”, he said.</p>
<p>The operation was eventually given the green light on 8 September 2001 – three days before the al-Qaida attacks. “A huge opportunity was missed,” Davis said.</p>

				<content:encoded><![CDATA[<p>Former Florida Senator Bob Graham has seen two classified FBI documents that he says raise new questions about the Bureau’s once secret investigation of a possible Saudi support operation for the 9/11 hijackers in Sarasota.</p>
<p>Graham would not disclose the content of the documents, which are marked “Secret,” but said the information they contain is at odds with the FBI’s public statements that there was no connection between the hijackers and Saudis then living in Sarasota.</p>
<p>“There are significant inconsistencies between the public statements of the FBI in September and what I read in the classified documents,” Graham said.</p>
<p>“One document adds to the evidence that the investigation was not the robust inquiry claimed by the FBI,” Graham said. “An important investigative lead was not pursued and unsubstantiated statements were accepted as truth.”</p>
<p>Whether the 9/11 hijackers acted alone, or whether they had support within the U.S., remains an unanswered question – one that began to be asked as soon as it became known that 15 of the 19 hijackers were Saudi citizens. It was underlined when Congress’s bipartisan Joint Inquiry, which Democrat Graham co-chaired, released its public report in July 2003. The final 28 pages, regarding possible foreign support for the terrorists, were censored in their entirety—on President George W. Bush’s instructions.</p>
<p>Graham said the two classified FBI documents that he saw, dated 2002 and 2003, were prepared by an agent who had participated in the Sarasota investigation. He said the agent suggested that another federal agency be asked to join the investigation, but that the idea was “rejected.”</p>
<p>Graham attempted in recent weeks to contact the agent, only to find the man had been instructed by FBI headquarters not to talk.</p>
<p><b>LICENSE PLATES TIED TO HIJACKERS</b></p>
<p>The FBI-led investigation a decade ago focused on Abdulaziz al-Hijji and his wife, Anoud, who moved out of their home in the upscale, gated community of Prestancia and left the country in the weeks before 9/11. The couple, who had lived there since about 1995, left behind three cars and numerous personal belongings such as furnishings, clothes, medicine and food, according to law enforcement records. A concerned neighbor contacted the FBI.</p>
<p>Analysis of Prestancia gatehouse visitor logs and photographs of license tags showed that vehicles driven by several of the future hijackers had visited the al-Hijji home at 4224 Escondito Circle, according to a counterterrorism officer – speaking on condition of anonymity – and former Prestancia administrator Larry Berberich.</p>
<p>The home was owned by Mrs. Al-Hijji’s father, Esam Ghazzawi, an adviser to Prince Fahd bin Salman bin Abdulaziz al Saud, nephew of King Fahd and a noted racehorse owner. Prince Fahd died in July 2001.</p>
<p>Al-Hijji, who now lives and works in London, this month called 9/11 “a crime against the USA and all humankind” and said he was “saddened and oppressed by these false allegations.” He also said it was “not true” that Mohamed Atta and other 9/11 hijackers visited him at his Sarasota home.</p>
<p>The FBI backs up al-Hijji. After initially declining to comment, the Bureau confirmed that it did investigate but said it found nothing sinister. Agents, however, have refused to answer reporters’ specific questions about its investigation or its findings about the Prestancia gate records.</p>
<p>The FBI reiterated its position in a February 7 letter that denied a Freedom of Information Act request seeking records from its Sarasota probe. The denial said their release “could constitute an unwarranted invasion of personal privacy.”</p>
<p>“At no time during the course of its investigation of the attacks, known as the PENTTBOM investigation, did the FBI develop credible evidence that connected the address at 4224 Escondito Circle, Sarasota, Florida to any of the 9/11 hijackers,” wrote records section chief David M. Hardy.</p>
<p>Newly released Florida Department of Law Enforcement documents, however, state that an informant told the FBI in 2004 that al-Hijji had considered Osama bin Laden a “hero” and may have known some of the hijackers. The informant, Wissam Hammoud, also said al-Hijji once introduced him to Adnan El Shukrijumah, the ex-Broward resident and suspected al Qaeda operative on the FBI’s Most Wanted list.</p>
<p>In 2003, the FBI asked Sarasota lawyer Scott McKay, who was involved in the sale of the property, to convince al-Hijji’s father-in-law, Ghazzawi, to return to the U.S. to sign documents. The ploy, intended to get Ghazzawi back for questioning, failed when Ghazzawi instead signed the sale documents at the American consulate in Beirut.</p>
<p>The counterterrorism agent said Ghazzawi and al-Hijji had been on a watch list at the FBI. The agent believed that a U.S. agency involved in tracking terrorist funds had been interested in both men even before 9/11.</p>
<p>The FBI interviewed Al-Hijji’s wife, Anoud, and her American-born mother, Deborah Ghazzawi, when they returned to Sarasota briefly in 2003. The women denied involvement with the 9/11 terrorists, and said the couple’s 2001 return flights to Saudi Arabia had been booked well in advance.</p>
<p>Al-Hijji told London’s Daily Telegraph, which worked the story with Broward Bulldog, that he returned to the U.S. for two months in 2005 to study in Houston, but was not questioned by the FBI. Asked why federal agents had questioned his wife and mother-in-law, he said he had “no idea.”</p>
<p><b>GRAHAM ASKS FOR HELP</b></p>
<p>Last September, FBI spokesmen also disputed Graham’s assertion that Congress was never told about the Sarasota investigation.</p>
<p>That prompted Graham to ask the FBI for assistance in locating in the National Archives the Sarasota-related files that were allegedly turned over to Congress. Instead, after what Graham said were two months in which the FBI was “either unwilling or unable” to help find the records, the Bureau suddenly turned over two documents to the Senate Intelligence Committee, which Graham once headed and where he still has access. It is those documents that Graham has said are inconsistent with the FBI denials.</p>
<p>Graham shared this development with the Obama White House, which responded by setting up a meeting between Graham and FBI Deputy Director Sean Joyce. Joyce told Graham he “didn’t want to talk” about the Sarasota episode. Graham was assured, however, that he would shortly be shown material that supported the FBI’s denials, and a further meeting was arranged with an FBI aide.</p>
<p>In December, Graham said, the scheduled meeting was abruptly canceled and he was told he would be allowed no further access to FBI information about Sarasota.</p>
<p>Graham said the Joint Inquiry was not the only national investigative body kept in the dark about Sarasota. He said the co-chairs of the 9/11 Commission, Republican Thomas Kean and Democrat Lee Hamilton, have told him they also were unaware of it.</p>
<p>Kean, a former New Jersey governor, told Graham the Commission would have “worked it hard,” because the hypothesis that the hijackers completed the planning alone was “implausible.”</p>
<p>Kean did not return several phone messages seeking comment. But Hamilton, a former Indiana congressman, confirmed this month that he learned nothing about the Sarasota matter while serving as vice-chair of the 9/11 Commission.</p>
<p>Graham sees the information now emerging about Sarasota as ominously similar to discoveries his Inquiry made in California. Leads there indicated that the first two hijackers to reach the U.S., Saudis Khalid al-Mihdhar and Nawaf al-Hazmi, received help first from a diplomat at the Saudi consulate in Los Angeles and then from another Saudi, one of whom helped Mihdhar and Hazmi find an apartment. Multiple sources told investigators they believed the latter helpful Saudi had been a Saudi government agent.</p>
<p>Later, when 9/11 Commission staff gained limited access to these individuals in Saudi Arabia, the aides’ reaction was caustic. One memo described the testimony of one of them as “deceptive…inconsistent…implausible.” The testimony of another displayed an “utter lack of credibility.”</p>
<p><b>TWO HIJACKERS LIVED WITH FBI INFORMANT</b></p>
<p>Graham is troubled by what he sees as FBI headquarters’ persistent apparent effort to conceal information, including the fact that Mihdhar and Hazmi lived for months in California in the home of a paid FBI informant. Even when that emerged, the FBI denied his Inquiry access to the informant. Graham wonders if that was merely because of the Bureau’s embarrassment, or because the informant knew something that “would be even more damaging were it revealed.”</p>
<p>The newly surfaced FDLE documents containing Hammoud’s troubling 2004 information about al-Hijji have reinforced Graham’s concerns because they conflict with the FBI’s public statements.</p>
<p>Hammoud’s statement that al-Hijji introduced him to Broward’s own Saudi terror suspect, Shukrijumah, is consistent with the report that Prestancia gate logs showed Shukrijumah had visited the al-Hijji house – and buttresses longstanding official suspicion that he was linked to the hijackers. When Mohamed Atta visited a federal immigration office in Miami to discuss a visa problem in May 2001, a 9/11 Commission footnote reports, a man who closely resembled Shukrijumah accompanied him.</p>
<p>Graham sees what he believes to be the suppression of evidence pointing to Saudi support for the 9/11 hijackers as arising from the perceived advantages to the West, at the time and now, of keeping Saudi Arabia happy.</p>
<p>In late December, the U.S. announced a new $30 billion defense deal with the Saudis.</p>
<p>“This agreement serves to reinforce the strong enduring relationship between the United States and Saudi Arabia,” said U.S. Assistant Secretary of State for Political-Military Affairs Andrew Shapiro. “It demonstrates the U.S. commitment to a strong Saudi defense capability as a key component to regional security.”</p>
<p>Graham said he was taken aback by that announcement.</p>
<p>“I think that in the period immediately after 9/11 the FBI was under instructions from the Bush White House not to discuss anything that could be embarrassing to the Saudis,” he said. “It is more inexplicable why the Obama administration has been reticent to pursue the question of Saudi involvement. For both administrations, there was and continues to be an obligation to inform the American people through truthful information.”</p>
