Now new claims by Zacarias Moussaoui, a convicted former member of Al Qaeda, that he had high-level contact with officials of the Saudi Arabian government in the prelude to Sept. 11 have brought renewed attention to the inquiry’s withheld findings, which lawmakers and relatives of those killed in the attacks have tried unsuccessfully to declassify.

“I think it is the right thing to do,” said Representative Stephen F. Lynch, Democrat of Massachusetts and an author of a bipartisan resolution encouraging President Obama to declassify the section. “Let’s put it out there.”

White House officials say the administration has undertaken a review on whether to release the pages but has no timetable for when they might be made public.

Mr. Lynch and his allies have been joined by former Senator Bob Graham of Florida, who as chairman of the Senate Intelligence Committee was a leader of the inquiry. He has called for the release of the report’s Part 4, which dealt with Saudi Arabia, since President George W. Bush ordered it classified when the rest of the report was released in December 2002.

Mr. Graham has repeatedly said it shows that Saudi Arabia was complicit in the Sept. 11 attacks. “The 28 pages primarily relate to who financed 9/11, and they point a very strong finger at Saudi Arabia as being the principal financier,” Mr. Graham said last month as he pressed for the pages to be made public.

Relatives of those killed on Sept. 11 as well as plaintiffs in a federal lawsuit against Saudi Arabia have also demanded that the pages be made public, seeing them as the vital link that they believe connects an important ally of the United States to the deadly attacks. They say the pages, Part 4 of the report, could also help in determining the source of current funding for terrorist activities.

The report, released by a joint panel of the House and Senate intelligence committees in December 2002, contains 28 redacted pages that family members and victims say would shed new light on the hijackings. At the time the report was released, the Bush administration classified the material, but numerous sources reported it dealt with the Saudis.

“Flight 93 was supposed to have hit the Capitol Dome,” imposing a special obligation on Congress to get to the bottom of the matter, said Alice Hoagland, whose son Mark Bingham was one of the passengers who rushed the cockpit, thwarting that part of the attack. The plane crashed in Shanksville, Pa.

In all, nearly 3,000 people were killed in the attacks on the World Trade Center, the Pentagon and the crash in Shanksville, including the 19 hijackers, 15 of whom were Saudis.

The small group was joined at a press conference at the Cannon House office building attended by Reps. Walter B. Jones, R-N.C., Stephen Lynch, D-Mass., and Thomas Massie, R-Ky., who are calling for passage of a House resolution requesting that the Obama administration make the information public.

“This is the beginning of a long process,” Jones said. “I do not believe that we as a nation will be strong unless we reveal what the 28 pages say.”

The Saudi government for years has been embroiled in litigation filed by victims, their families and insurers that suffered billions in losses at ground zero accusing the kingdom of providing financial support to Islamist charities that in turn funded al-Qaida.

One of the suits, filed by the Philadelphia firm of Cozen O’Connor, alleges the Saudis continued their support even after they were warned in the late 1990s by a delegation of senior U.S. officials of the link between the charities and terrorists.

The lawsuit, filed in 2003, has taken a long and winding road through the federal court system. In 2005, federal District Judge Richard Conway Casey granted the request of the Saudi government and an affiliated charity, the Saudi High Commission for the Relief of Bosnia and Herzegovina, to be removed as defendants.

Casey ruled then that the charities were too far removed from the government to establish responsibility.

The U.S. Court of Appeals for the 2nd Circuit upheld Casey’s ruling in 2008, but on different grounds. It found that under the Foreign Sovereign Immunities Act, suits alleging a foreign government’s involvement in terrorism can only go forward with what amounted to a sign off by the U.S. State Department. And in the case of Saudi Arabia, there had been none.

But in a surprising development, the 2nd Circuit reversed itself in December, effectively reinstating Saudi Arabia as a defendant. The court said it decided to change course because it allowed a related lawsuit to go forward on similar grounds.

Jones and Lynch introduced the resolution late last year calling on the Obama administration to make public the redacted 28 pages. At the time, Jones described the redacted material, which he had read, as “shocking.”

The 9/11 victims have gotten key support from former Sen. Bob Graham, D., Fla., who was co-chair of the joint investigation and who was one of the first on Capitol Hill to accuse the Saudi government of involvement in the attacks. Graham also provided a sworn statement in the Cozen lawsuit alleging that an obscure Saudi national who provided assistance to two of the 9/11 hijackers, Nawaf Al-Hazmi and Khalid Al-Mihdhar, likely was working for the Saudi government. Graham said that Omar Al-Bayoumi was “acting at the direction of elements of the Saudi government” when he helped Al-Hazmi and Al-Mihdhar find an apartment in San Diego and provided them financial assistance before the hijackings.

Now, in sworn statements that seem likely to reignite the debate, two former senators who were privy to top secret information on the Saudis’ activities say they believe that the Saudi government might have played a direct role in the terrorist attacks.

“I am convinced that there was a direct line between at least some of the terrorists who carried out the September 11th attacks and the government of Saudi Arabia,” former Senator Bob Graham, Democrat of Florida, said in an affidavit filed as part of a lawsuit brought against the Saudi government and dozens of institutions in the country by families of Sept. 11 victims and others. Mr. Graham led a joint 2002 Congressional inquiry into the attacks.

His former Senate colleague, Bob Kerrey of Nebraska, a Democrat who served on the separate 9/11 Commission, said in a sworn affidavit of his own in the case that “significant questions remain unanswered” about the role of Saudi institutions. “Evidence relating to the plausible involvement of possible Saudi government agents in the September 11th attacks has never been fully pursued,” Mr. Kerrey said.

Their affidavits, which were filed on Friday and have not previously been disclosed, are part of a multibillion-dollar lawsuit that has wound its way through federal courts since 2002. An appellate court, reversing an earlier decision, said in November that foreign nations were not immune to lawsuits under certain terrorism claims, clearing the way for parts of the Saudi case to be reheard in United States District Court in Manhattan.

Lawyers for the Saudis, who have already moved to have the affidavits thrown out of court, declined to comment on the assertions by Mr. Graham and Mr. Kerrey. “The case is in active litigation, and I can’t say anything,” said Michael K. Kellogg, a Washington lawyer for the Saudis.

Officials at the Saudi Embassy in Washington, who have emphatically denied any connection to the attacks in the past, did not respond Wednesday to requests for comment.

The Saudis are seeking to have the case dismissed in part because they say American inquiries — including those in which Mr. Graham and Mr. Kerrey took part — have essentially exonerated them. A recent court filing by the Saudis prominently cited the 9/11 Commission’s “exhaustive” final report, which “found no evidence that the Saudi government as an institution or senior Saudi individuals funded” Al Qaeda.

But Mr. Kerrey and Mr. Graham said that the findings should not be seen as an exoneration and that many important questions about the Saudis’ role had never been fully examined, partly because their panels simply did not have the time or resources given their wider scope.

Terry Strada of New Vernon, N.J., whose husband died in the World Trade Center, said it was “so absurd that it’s laughable” for the Saudis to claim that the federal inquiries had exonerated them.

Unanswered questions include the work of a number of Saudi-sponsored charities with financial links to Al Qaeda, as well as the role of a Saudi citizen living in San Diego at the time of the attacks, Omar al-Bayoumi, who had ties to two of the hijackers and to Saudi officials, Mr. Graham said in his affidavit.

Still, Washington has continued to stand behind Saudi Arabia publicly, with the Justice Department joining the kingdom in trying to have the lawsuits thrown out of court on the grounds that the Saudis are protected by international immunity.

State Department officials did not respond to requests for comment on Wednesday on the impact of the court declarations.

The senators’ assertions “might inject some temporary strain or awkwardness at a diplomatic level,” said Kenneth L. Wainstein, a senior national security official in the George W. Bush administration. Even so, he said, “the United States and the Saudis have developed strong counterterrorism cooperation over the last decade, and that relationship will not be undermined.”

The secretive program was federally funded, with the NYPD using White House grants meant to target “drug trafficking” to spy of Muslim college students across the northeast, as well as to eavesdrop on conversations between “Muslim-looking” people in Newark, New Jersey grocery stores.

Kelly insisted the policy was in keeping with “what we know about the way radical Islam works,” and that politicians who had expressed concern about the privacy implications of mass surveillance based on presumptive religious beliefs were “pandering.”

A New York Times article reveals the climate of fear the policy has provoked among local Muslims, who fear being targeted by police even worse if they are caught discussing the policy with the news media. There remains hope that the policy will eventually be abandoned, but the current indications are that targeting innocent Muslims is a winning issue for those wanting to appear “tough on terror” and that means in the near term the policy may have gotten less secret, but no less aggressive.

After years of profound involvement in the US antiwar movement, I can now sniff out partisan political frauds, and the author of this memoir, Jon Gold, is not one of them.

A partisan political fraud latches on to an issue or cause or cause celebré until that thing or person is not popular anymore, then he/she bails out at the first opportunity.

A person who really cares about humanity realizes that the cesspool of partisanship creates and/or fosters the problems for pure political gain. Jon Gold is one of these people.

When people were killed on 9/11, Jon Gold was at first a Fox News-aholic who wanted revenge for those killings―but only because he cared about the people who were killed and their families. Now, through self-education and mentors, whom he generously acknowledges throughout this book―he realized that we were all lied to on 9/11, and he has worked diligently to highlight the truth because he still cares about the people who were killed on that day, their families, and the people who are still being killed because of our country’s reaction to the attack.

My oldest child, Casey, was just one of those victims of the insane response to the attacks on 9/11 and I became famous and infamous because of my protests against the wars and the Bush regime―well, after I became notorious, I began to become literally bombarded by people and their causes because they believed that I had a platform, megaphone, or soapbox to highlight these causes.

Some of those causes were absurd―from the man who was convinced that Stephen King killed John Lennon, and if I would only help him expose that, world peace would ensue (he actually jumped on the hood of my car in Berkeley once) to the man who wanted me to come to Arizona to be a character witness for his friend who was accused of killing a cow. I kid you not!

The most prevalent of these people who bombarded me, though, were the 9/11 “Truthers.” I was harassed all over the world by them and I swear if one more person asked me if I saw Loose Change I was going to forget my pacifism and punch him (it was always a him) in the face. The sad thing about this harassment was that I never believed the so-called official story of 9/11 and would have tended to be an ally to these people, but they were so rude and pushy. And, I didn’t feel that I had the time or the inclination to wade through the stacks of information that they tried to force on me―True Confession time, I left a lot of that material in cabs or garbage cans.

I was sincerely beginning to loathe 9/11 “Truthers” with a passion I reserved for the U.S. Empire. The only thing that saved them from my total loathing was the fact that I realized that they were usually well-meaning and had good intentions, but I was, and still am, turned off by the “hologram,” “laser-beam,” “Israel was totally responsible” crowd that really make the movement seem insane.

I don’t remember when Jon Gold first started messaging me at the MySpace thing, but I remember he began by apologizing for the people in the movement who harassed me mercilessly―which got my attention. Here was a “Truther” (Jon hates that label) that wasn’t attacking me for my “cowardice” in not publicly saying that 9/11 was an “inside job.” Well, of course it was, but I (and neither does anybody else, no matter how sure they seem) know how far inside it went.

Jon Gold never demanded that I watch any movies, (although he helped a very good one get financing), read any books, or publicly announce anything using my platform. Gradually, my anger at the truth movement began to fade and I was able to do things like publicly support NYCCAN and its push for a ballot measure to have a new investigation of 9/11―and I have become friends with others in the movement and, through Jon, met Bob McIlvaine, whose son, Bobby, was killed on 9/11, and has become another tireless activist for justice.

Since our MySpace beginnings, Jon and I have become close friends. We have organized events in DC as members of Peace of the Action (POTA) and even were arrested together in front of the White House and we very romantically shared the first ever “stay away order” from said White House with about four other activists and went on trial for that arrest and were both exonerated.

9/11 truth is still not my “thing,” but because of Jon Gold, I am open to it and don’t have a knee-jerk reaction (which means I used to want to knee any Truther that approached me in the male parts―kidding―I do that sometimes) to anyone in the movement.

Jon is kind of young to be writing a memoir, so this is just Part One of a long and, we all hope, productive career of activism and a life filled with love, justice and peace.

UPDATE: The above was posted about an hour after the GI Files had been announced. Graham would not disclose the content of the documents, which are marked “Secret,” but said the information they contain is at odds with the FBI’s public statements that there was no connection between the hijackers and Saudis then living in Sarasota.

“There are significant inconsistencies between the public statements of the FBI in September and what I read in the classified documents,” Graham said.

“One document adds to the evidence that the investigation was not the robust inquiry claimed by the FBI,” Graham said. “An important investigative lead was not pursued and unsubstantiated statements were accepted as truth.”

Whether the 9/11 hijackers acted alone, or whether they had support within the U.S., remains an unanswered question – one that began to be asked as soon as it became known that 15 of the 19 hijackers were Saudi citizens. It was underlined when Congress’s bipartisan Joint Inquiry, which Democrat Graham co-chaired, released its public report in July 2003. The final 28 pages, regarding possible foreign support for the terrorists, were censored in their entirety—on President George W. Bush’s instructions.

Graham said the two classified FBI documents that he saw, dated 2002 and 2003, were prepared by an agent who had participated in the Sarasota investigation. He said the agent suggested that another federal agency be asked to join the investigation, but that the idea was “rejected.”

Graham attempted in recent weeks to contact the agent, only to find the man had been instructed by FBI headquarters not to talk.

LICENSE PLATES TIED TO HIJACKERS

The FBI-led investigation a decade ago focused on Abdulaziz al-Hijji and his wife, Anoud, who moved out of their home in the upscale, gated community of Prestancia and left the country in the weeks before 9/11. The couple, who had lived there since about 1995, left behind three cars and numerous personal belongings such as furnishings, clothes, medicine and food, according to law enforcement records. A concerned neighbor contacted the FBI.

Analysis of Prestancia gatehouse visitor logs and photographs of license tags showed that vehicles driven by several of the future hijackers had visited the al-Hijji home at 4224 Escondito Circle, according to a counterterrorism officer – speaking on condition of anonymity – and former Prestancia administrator Larry Berberich.

The home was owned by Mrs. Al-Hijji’s father, Esam Ghazzawi, an adviser to Prince Fahd bin Salman bin Abdulaziz al Saud, nephew of King Fahd and a noted racehorse owner. Prince Fahd died in July 2001.

Al-Hijji, who now lives and works in London, this month called 9/11 “a crime against the USA and all humankind” and said he was “saddened and oppressed by these false allegations.” He also said it was “not true” that Mohamed Atta and other 9/11 hijackers visited him at his Sarasota home.

The FBI backs up al-Hijji. After initially declining to comment, the Bureau confirmed that it did investigate but said it found nothing sinister. Agents, however, have refused to answer reporters’ specific questions about its investigation or its findings about the Prestancia gate records.

The FBI reiterated its position in a February 7 letter that denied a Freedom of Information Act request seeking records from its Sarasota probe. The denial said their release “could constitute an unwarranted invasion of personal privacy.”

“At no time during the course of its investigation of the attacks, known as the PENTTBOM investigation, did the FBI develop credible evidence that connected the address at 4224 Escondito Circle, Sarasota, Florida to any of the 9/11 hijackers,” wrote records section chief David M. Hardy.

Newly released Florida Department of Law Enforcement documents, however, state that an informant told the FBI in 2004 that al-Hijji had considered Osama bin Laden a “hero” and may have known some of the hijackers. The informant, Wissam Hammoud, also said al-Hijji once introduced him to Adnan El Shukrijumah, the ex-Broward resident and suspected al Qaeda operative on the FBI’s Most Wanted list.

In 2003, the FBI asked Sarasota lawyer Scott McKay, who was involved in the sale of the property, to convince al-Hijji’s father-in-law, Ghazzawi, to return to the U.S. to sign documents. The ploy, intended to get Ghazzawi back for questioning, failed when Ghazzawi instead signed the sale documents at the American consulate in Beirut.

The counterterrorism agent said Ghazzawi and al-Hijji had been on a watch list at the FBI. The agent believed that a U.S. agency involved in tracking terrorist funds had been interested in both men even before 9/11.

The FBI interviewed Al-Hijji’s wife, Anoud, and her American-born mother, Deborah Ghazzawi, when they returned to Sarasota briefly in 2003. The women denied involvement with the 9/11 terrorists, and said the couple’s 2001 return flights to Saudi Arabia had been booked well in advance.

Al-Hijji told London’s Daily Telegraph, which worked the story with Broward Bulldog, that he returned to the U.S. for two months in 2005 to study in Houston, but was not questioned by the FBI. Asked why federal agents had questioned his wife and mother-in-law, he said he had “no idea.”

GRAHAM ASKS FOR HELP

Last September, FBI spokesmen also disputed Graham’s assertion that Congress was never told about the Sarasota investigation.

That prompted Graham to ask the FBI for assistance in locating in the National Archives the Sarasota-related files that were allegedly turned over to Congress. Instead, after what Graham said were two months in which the FBI was “either unwilling or unable” to help find the records, the Bureau suddenly turned over two documents to the Senate Intelligence Committee, which Graham once headed and where he still has access. It is those documents that Graham has said are inconsistent with the FBI denials.

Graham shared this development with the Obama White House, which responded by setting up a meeting between Graham and FBI Deputy Director Sean Joyce. Joyce told Graham he “didn’t want to talk” about the Sarasota episode. Graham was assured, however, that he would shortly be shown material that supported the FBI’s denials, and a further meeting was arranged with an FBI aide.

In December, Graham said, the scheduled meeting was abruptly canceled and he was told he would be allowed no further access to FBI information about Sarasota.

Graham said the Joint Inquiry was not the only national investigative body kept in the dark about Sarasota. He said the co-chairs of the 9/11 Commission, Republican Thomas Kean and Democrat Lee Hamilton, have told him they also were unaware of it.

Kean, a former New Jersey governor, told Graham the Commission would have “worked it hard,” because the hypothesis that the hijackers completed the planning alone was “implausible.”

Kean did not return several phone messages seeking comment. But Hamilton, a former Indiana congressman, confirmed this month that he learned nothing about the Sarasota matter while serving as vice-chair of the 9/11 Commission.

Graham sees the information now emerging about Sarasota as ominously similar to discoveries his Inquiry made in California. Leads there indicated that the first two hijackers to reach the U.S., Saudis Khalid al-Mihdhar and Nawaf al-Hazmi, received help first from a diplomat at the Saudi consulate in Los Angeles and then from another Saudi, one of whom helped Mihdhar and Hazmi find an apartment. Multiple sources told investigators they believed the latter helpful Saudi had been a Saudi government agent.

Later, when 9/11 Commission staff gained limited access to these individuals in Saudi Arabia, the aides’ reaction was caustic. One memo described the testimony of one of them as “deceptive…inconsistent…implausible.” The testimony of another displayed an “utter lack of credibility.”

TWO HIJACKERS LIVED WITH FBI INFORMANT

Graham is troubled by what he sees as FBI headquarters’ persistent apparent effort to conceal information, including the fact that Mihdhar and Hazmi lived for months in California in the home of a paid FBI informant. Even when that emerged, the FBI denied his Inquiry access to the informant. Graham wonders if that was merely because of the Bureau’s embarrassment, or because the informant knew something that “would be even more damaging were it revealed.”

The newly surfaced FDLE documents containing Hammoud’s troubling 2004 information about al-Hijji have reinforced Graham’s concerns because they conflict with the FBI’s public statements.

Hammoud’s statement that al-Hijji introduced him to Broward’s own Saudi terror suspect, Shukrijumah, is consistent with the report that Prestancia gate logs showed Shukrijumah had visited the al-Hijji house – and buttresses longstanding official suspicion that he was linked to the hijackers. When Mohamed Atta visited a federal immigration office in Miami to discuss a visa problem in May 2001, a 9/11 Commission footnote reports, a man who closely resembled Shukrijumah accompanied him.

Graham sees what he believes to be the suppression of evidence pointing to Saudi support for the 9/11 hijackers as arising from the perceived advantages to the West, at the time and now, of keeping Saudi Arabia happy.

In late December, the U.S. announced a new $30 billion defense deal with the Saudis.

“This agreement serves to reinforce the strong enduring relationship between the United States and Saudi Arabia,” said U.S. Assistant Secretary of State for Political-Military Affairs Andrew Shapiro. “It demonstrates the U.S. commitment to a strong Saudi defense capability as a key component to regional security.”

Graham said he was taken aback by that announcement.

“I think that in the period immediately after 9/11 the FBI was under instructions from the Bush White House not to discuss anything that could be embarrassing to the Saudis,” he said. “It is more inexplicable why the Obama administration has been reticent to pursue the question of Saudi involvement. For both administrations, there was and continues to be an obligation to inform the American people through truthful information.”

Security records of cars passing through a checkpoint at the Prestancia gated community indicated that Mr al-Hijji’s home, 4224 Escondito Circle, had been visited a number of times by Mohamed Atta, the leader of the

19-strong hijack team, who piloted American Airlines Flight 11 into the North Tower of the World Trade Centre in 2001.

The logs also indicated that Marwan Al-Shehhi, who crashed United Airlines Flight 175 into the South Tower, and Ziad Jarrah, who was at the controls of United Airlines Flight 93 when it crashed in a field in Pennsylvania, had visited the house.

All three men had trained to fly at Venice Airport, which is 19 miles from Sarasota.

A US counter-terrorist agent told The Daily Telegraph: “The registration numbers of vehicles that had passed through the Prestancia community’s north gate in the months before 9/11, coupled with the identification documents shown by incoming drivers on request, showed that Mohamed Atta and several of his fellow hijackers, and another Saudi suspect still at large, had visited 4224 Escondito Circle.”

The suspect was Adnan Shukrijumah, an al-Qaeda operative who is on the FBI’s Most Wanted list, with a $5 million bounty on his head.A decade after the world’s worst terrorist attack, which claimed the lives of 3,000 people, Mr al-Hijji is resident in London, working for the European subsidiary of Saudi Aramco, Saudi Arabia’s state oil company. Described as a career counsellor, he is based in the offices of Aramco Overseas Company UK Limited and lives in an expensive flat in central London.

In email correspondence with the Telegraph, Mr al-Hijji strongly denied any involvement in the plot, writing: “I have neither relation nor association with any of those bad people/criminals and the awful crime they did. 9/11 is a crime against the USA and all humankind and I’m very saddened and oppressed by these false allegations.

“I love the USA. My kids were born there, I went to college and university there, I spent a good portion of my life there and I love it.”

Mr al-Hijji’s account is supported by the FBI, which has stated: “At no time did the FBI develop evidence that connected the family members to any of the 9/11 hijackers … and there was no connection found to the 9/11 plot.’’

Bob Graham, a former US senator who, in addition to co-chairing the congressional inquiry into 9/11, was chairman of the US senate intelligence committee at the time, disputes the FBI denials. He has long believed that there was Saudi support for the 19 terrorists, 15 of whom were subjects of the kingdom. He cites two secret documents to which he has recently had access.

The first document, Graham says, is “not consistent with the public statements of the FBI that there was no connection between the 9/11 hijackers and the Saudis at the Sarasota home. Both documents indicate that the investigation was not the robust inquiry claimed by the FBI.”

Mr al-Hijji, 38, moved with his family to Britain in 2003, setting up home in a rented four-bedroom detached house in the Southampton suburb of Totton. His stay there appears to have been uneventful.

The al-Hijjis’ abrupt departure from Sarasota aroused the suspicion of their next-door neighbour, Patrick Gallagher. He emailed the FBI within two days of 9/11 to report the disappearance of the couple and their young children.

Reports released recently by the Florida Department of Law Enforcement refer to the “suspicious manner and timing” of the family’s departure.

One document states: “In mid-August 2001 the above subjects purchased a new vehicle and renewed the registration on several other vehicles. On Aug 27 2001 a moving truck appeared and moved the subjects out of the house. Left behind were the vehicles and numerous personal belongings, including food, medicine, bills, baby clothing etc.”

The document goes on to state that Mr al-Hijji and Esam Ghazzawi, his father-in-law and the owner of the Escondito Circle house, had been “on the FBI watch list” prior to 9/11.

Mr al-Hijji described the allegations against him as “just cheap talk” and denied having abandoned his home in undue haste, explaining: “No, no, no. Absolutely not true. We were trying to secure the [Aramco] job. It was a good opportunity.”

He said his wife and children followed him out to Saudi Arabia a few weeks after he left. She and his American-born mother-in-law had been questioned by the FBI when they returned to the United States to settle the family’s affairs.

But he was not questioned when he returned to America for a two-month period in 2005.
