The controversy surrounding the &#8220;Ground Zero mosque&#8221; overwhelmingly dominated the news and discussion surrounding the ninth anniversary of the 9/11 attacks.</p>
<p>UPDATE: The above was posted about an hour after the GI Files had been announced. It seems relatively minor compared to some of the other items coming out, but still quite interesting and perhaps important. Now, 12 hours later, it&#8217;s apparent that the scope of issues involved in the GI Files release will be immense. Spying on activists, insider trading, money laundering, &#8220;sexual control&#8221; of assets and mind-boggling arrogance and incompetence seem to be only the tip of the iceberg.</p>

				<content:encoded><![CDATA[<p><span class="style50">T</span>he unredacted Guantanamo files show clearly &nbsp;that the trail to Abbottabad was known to the US intelligence services at least since 2005, when al-Libi, another Abbottabad dweller, was captured. </p>
<p class="style2">Timing is everything. The US President announced killing of Osama bin Laden just as Wikileaks completed its publication of Guantanamo files. Was it coincidence? If not, what was the connection? </p>
<p class="style2">An answer to this question is directly connected with the cross and double cross accusations exchanged in the murky world where the intelligence services meet mainstream media. </p>
<p class="style2">Publication of the US secret papers, the Guantanamo Files, was done almost simultaneously by two competing media groups.</p>
<ul>
<li class="style2">One was <em>the Wikileaks</em> of Julian Assange and their partners The <em>Washington Post</em>, The <em>Daily Telegraph</em>, the French <em>Le Monde</em>. </li>
<li class="style2">
      Another one was <em>The New York Times</em>, <em>The Guardian</em>, the Israeli <em>Haaretz</em>.  </li>
</ul>
<p class="style2">The Guardian said of the files: “They were obtained by the <em>New York Times</em>, who shared them with the <em>Guardian</em>, which is publishing extracts today, having redacted information which might identify informants. <a href="http://www.nytimes.com/2011/04/25/world/guantanamo-files-flawed-evidence-for-assessing-risk.html">The New York Times says</a> the files were made available to it not by Wikileaks, but &#8220;by another source on the condition of anonymity&#8221;. </p>
<p class="style2"><em>Haaretz</em> made more of it: “A few media outlets, including The New York Times, the Guardian and Haaretz, obtained the documents from an independent source without the help of WikiLeaks founder Julian Assange, who is under house arrest in Britain awaiting his appeal not to be extradited to Sweden, where he faces charges of rape and sexual assault.” The <em>Guardian</em>’s David Leigh twitted “double-crossing Assange!”</p>
<p class="style2">Now we’ll give you the story behind the story: who crossed and double crossed whom, which information was redacted and how did it lead to OBL? </p>
<p class="style2">In the beginning, the source was one; allegedly Private First Class Manning or whoever it was who got it and transferred to the <em>Wikileaks</em> of Julian Assange. The entire file is still far from being published – a big part of it was encrypted and uploaded as Julian Assange’s Insurance file. Assange published two tranches of that: the <a href="http://213.251.145.96/iraq/diarydig/">War Diary: Afghanistan War Logs</a> and <a href="http://213.251.145.96/iraq/diarydig/">War Diary: Iraq War Logs</a>. He prepared publication of the third tranche: a huge collection of the State Department cables (<a href="http://wikileaks.nl/cablegate.html">Cablegate: 250,000 US Embassy Diplomatic Cables</a>) in the<em> Guardian</em>.</p>
<p class="style2">At that point, the data river forked. The treasure trove was copied by a Wikileaks German employee,Daniel Domscheit-Berg, who went AWOL after this appropriation. Domscheit-Bergmade a deal with David Leigh of the Guardian which then cold-shouldered Assange, declared the deal &#8216;void&#8217;, and shared the data  with Bill Keller, editor  of the NY Times. They published the cables after redacting them, or should we say &#8220;censoring&#8221; –  removing everything the secret services demanded to remove. We wrote about it at length <a href="shamir02252011.html">here</a> in CounterPunch.</p>
<p class="style2">Julian Assange succeeded in regaining some lost ground: he established new partnerships, with the Daily Telegraph and others. The cables were being published all the time. And then Assange learned that the Guardian and theNew York Times planned to publish the Guantanamo files. There was no time to lose: in a few days, the Wikileaks team prepared the files and began to upload. So did the competitors, possessing the Domscheit-Berg appropriated copy. This was the double-cross.  </p>

This was the double-cross per Leigh.</p>
<p class="style2">The <em>Guardian</em> and the <em>New York Times</em> have a big and skilful staff, a lot of research, rich archives. But they decided to play ball with the secret services of their countries, redacting information which might identify informants. What a hutzpah! Sometimes, the identity of “informants” is more important than the information.</p>
<p class="style2">For instance in the file of <a href="http://www.guardian.co.uk/world/guantanamo-files/PK9AG-001452DP">Adil Hadi al Jaz’iri</a> Leigh and Keller removed the name of the informant</p>

<p class="style2">To their misfortune and to our advantage, at this time the Wikileaks and the Guardian/NY Times were not a loving couple but two competing enterprises. And the Wikileaks published this file in full, warts and all.&nbsp; <br />

<p class="style2">Abu Zubaydah the informer was the subject of intensive research, available <a href="http://www.andyworthington.co.uk/2010/04/06/abu-zubaydah-tortured-for-nothing/">here</a> that makes clear: this unfortunate man was tortured by the CIA, with permission of&nbsp; US medics and Bush administration, to the point of the total collapse of his personality. He was one of the High Value Detainees; all of them suffered tortures beyond our ability to comprehend. Information they provided was not only unacceptable in court, it was of nil value because they said everything their tormentors wanted in order to gain a moment of peace. </p>
<p class="style2">Andy Worthington wrote: Since then, <a href="http://www.washingtonpost.com/wp-dyn/content/article/2007/12/17/AR2007121702151.html">more</a> and <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/03/28/AR2009032802066.html">more</a> compelling evidence has emerged to demonstrate that Abu Zubaydah was indeed nothing more than a “safehouse keeper” with mental health problems, who “claimed to know more about al-Qaeda and its inner workings than he really did”… “The United States would torture a mentally disturbed man and then leap, screaming, at every word he uttered.” Further confirmation was also provided that his torture yielded no significant information and led only to vast amounts of the intelligence agencies’ time being wasted on false leads. A year ago, summing up the results of Zubaydah’s torture, a former intelligence official stated, bluntly, “We spent millions of dollars chasing false alarms.”</p>
<p class="style2">Removal of his name by the Leigh-Keller gang was not “caring about informers”, it was caring about the torturers. </p>
<p class="style2">However the most important redactions by Leigh and Keller were directly dictated by the US intelligence services. The name of Nashwan Abd Al Razzaq Abd Al Baqi, or by another name, Abd al Hadi al Iraqi or by his number IZ-10026 was edited away from the file of Abu al-Libi (US9LY-010017DP) and elsewhere. This file is available in a <a href="http://www.guardian.co.uk/world/guantanamo-files/US9LY-010017DP">redacted version</a> of the Guardian and in the <a href="http://wikileaks.ch/gitmo/prisoner/10017.html">uncut version</a> of Wikileaks. Comparison shows to what extent all the traces of al Iraqi were removed. It was not connected to “caring about informers”, for al Libi was dead, having allegedly committed suicide in a Libyan jail just before the arrival of the US Ambassador in Tripoli. The file of al Iraqi is missing in all databases; he was captured in 2005 and kept in various secret prisons, until transferred to Guantanamo where he is detained now.</p>
<p class="style2">Careful reading of the file shows that al-Libi was connected with al Iraqi since October 2002. In 2003, OBL stated al Libi would be the official messenger between OBL and others in Pakistan. In mid-2003, al Libi moved his family to Abbottabad, Pakistan and worked between Abbottabad and Peshawar. He maintained contact with al Iraqi.</p>
<p class="style2">And we know that OBL was found and killed in Abbottabad – just as this publication hit the pages of the newspapers. So the trail to Abbottabad was known to the American services at least since 2005, when al-Libi, another Abbottabad dweller, was captured. </p>
<p class="style2">What we do not know is the nature of the contacts between the US authorities and&nbsp; OBL. </p>
<p class="style2">What we do know is that David Leigh and Bill Keller tried to hid it from their readers. Their redacting of the Guantanamo files, like their redacting of the Cablegate, had nothing to do with “saving informers”. </p>
<p class="style2">David Leigh <a href="http://www.journalism.co.uk/news/guardian-double-crossed-by-wikileaks-over-guant-namo-leak/s2/a543836/">claimed</a> that Assange&nbsp; &#8220;double-crossed&#8221;&nbsp;the paper by distributing the Gitmo files to various &#8220;right-wing&#8221; news organisations, meaning the conservative <em>Daily Telegraph. </em>This is rich. “Left” and “right” has very little meaning nowadays, after Blair and Clinton. What is important is the position on wars and overseas interventions, susceptibility to &nbsp;Secret Service meddling, subservience to the priorities of the state. </p>
<p class="style2">In France, right-wing Marine Le Pen stands against foreign interventions in Libya and Côte d&#8217;Ivoire , against payments to bankers, against the president, while left-wing Bernard Henri Levy supports wars and interventions, loves bankers, is a friend of the right-wing president  Sarkozy.  </p>
<p class="style2">In England, the <em>Guardian</em> is the leading newspaper for calls to war. Libya, Syria – the <em>Guardian</em> wants them bombed. Afghanistan, Serbia, Iraq, &#8211; the <em>Guardian</em> wanted them to be invaded. It is just the package is different: instead of right-wing jingoism, the Guardian served the neo-colonialist adventurism under delicate sauce of humanitarian intervention. The Guardian leads on hypocrisy. The Guardian is not the newspaper of the left; it is the problem of the left. The case of Guantanamo files proves that the Guardian redacted the most vital information as told by the CIA. </p>
<p class="style2">And Osama? What about Osama bin Laden? Now we know that the US knew of his whereabouts; they knew of the trail, they asked Leigh and Keller to remove relevant references. Why didn’t they capture him or kill him earlier?</p>
<p class="style2">OBL’s organisation did what the US authorities wanted to be done. They fought the Russians and ruined Afghanistan. They conspired and fought against Hezbollah, slaughtered Shias in Iraq, undermined Qaddafi, hated Hamas and Iran. They supported ethnic cleansing of ‘infidels’ in Chechnya and in the Balkans. They never ever attacked Israel: they preserved their vigor for Sayyed Nasrallah. Like a dreadful beast nurtured in the CIA secret labs, only once they reportedly rebelled against their merciless creator &#8211; on 9/11. Osama was greater than, but similar to such American friends as Jonas Savimbi of Angola or Shamil Basayev of Chechnya, and hopefully after his death his organization will vanish like Unita and Basayev did.</p>
<p class="style2">The Guantanamo files reveal utter wretchedness of Osama’s unlucky followers. With exception of a few dozen close associates, the rest of the prisoners made a wrong choice ever listening to him. They (especially foreigners) were idealists, who wanted to establish the Kingdom of God upon the earth; they were encouraged by the US to flock to Afghanistan to fight the Commies.&nbsp; The majority of them never even had a chance to hold the gun. They, the foreigners in Afghanistan and Pakistan were sold for bounty to the Americans as fast as possible. They paid for this by years of torture. And now they are about to learn that their supreme chief was safeguarded by the same Americans who tortured them!</p>
<p class="style2">But in the mind of the Muslim masses OBL will be remembered (justly or not) as the architect of the only successful response of the oppressed to the Empire on its own soil. And that ensured him greatness of his own and a place in history. </p>

				<content:encoded><![CDATA[<p>An al Qaeda &#8220;assassin&#8221; accused of bombing Christian churches and a luxury hotel in Pakistan was working for British intelligence at the same time, according to leaked files.</p>
<p>The claim about Adil Hadi al Jazairi Bin Hamlili is made in secret reports on detainees at the US military&#8217;s Guantanamo Bay prison camp obtained by the whistleblowing website WikiLeaks.</p>
<p>The Algerian, who was captured in Pakistan in 2003, was described by interrogators as a &#8220;facilitator, courier, kidnapper, and assassin for al Qaeda&#8221;.</p>
<p>They also believed he had withheld important information from Canadian and British intelligence and (was) a &#8220;threat to US and allied personnel in Afghanistan and Pakistan&#8221;.</p>
<p>The files, handed to The Guardian and Daily Telegraph by WikiLeaks, also indicate at least 35 terrorists held at Guantanamo had been radicalised by extremist preachers in the UK.</p>
<p>Abu Qatada and Abu Hamza are identified in the documents as having recruited and sent dozens of extremists from all over the world to fight against the West in Pakistan and Afghanistan.</p>
<p>The revelations come after WikiLeaks released more than 700 secret files documenting the inner workings of the Guantanamo Bay detention centre in Cuba.</p>
<p>It also appears the US government suspected the BBC of being a &#8220;possible propaganda media network&#8221; for al Qaeda after a phone number for the World Service was found in the possession of several suspected terrorists.</p>
<p>But a spokeswoman for the corporation said: &#8220;Independence and impartiality are at the heart of all BBC World Service output.</p>
<p>&#8220;The service has interviewed representatives of organisations from all sides involved in the Afghan conflict so it would not be surprising that a number believed to relate to the BBC Pashto service was in circulation.&#8221;</p>

				<content:encoded><![CDATA[<p>In its latest release of classified US documents, WikiLeaks is shining the light of truth on a notorious icon of the Bush administration&#8217;s &#8220;War on Terror&#8221; &#8212; the prison at Guantánamo Bay, Cuba, which opened on January 11, 2002, and remains open under President Obama, despite his promise to close the much-criticized facility within a year of taking office.
</p>
<p>
In thousands of pages of documents dating from 2002 to 2008 and never seen before by members of the public or the media, the cases of the majority of the prisoners held at Guantánamo &#8212; 758 out of 779 in total &#8212; are described in detail in memoranda from JTF-GTMO, the Joint Task Force at Guantánamo Bay, to US Southern Command in Miami, Florida.
</p>
<p>
These memoranda, which contain JTF-GTMO&#8217;s recommendations about whether the prisoners in question should continue to be held, or should be released (transferred to their home governments, or to other governments) contain a wealth of important and previously undisclosed information, including health assessments, for example, and, in the cases of the majority of the 171 prisoners who are still held, photos (mostly for the first time ever).
</p>
<p>
They also include information on the first 201 prisoners released from the prison, between 2002 and 2004, which, unlike information on the rest of the prisoners (summaries of evidence and tribunal transcripts, released as the result of a lawsuit filed by media groups in 2006), has never been made public before. Most of these documents reveal accounts of incompetence familiar to those who have studied Guantánamo closely, with innocent men detained by mistake (or because the US was offering substantial bounties to its allies for al-Qaeda or Taliban suspects), and numerous insignificant Taliban conscripts from Afghanistan and Pakistan.
</p>
<p>
Beyond these previously unknown cases, the documents also reveal stories of the 397 other prisoners released from September 2004 to the present day, and of the seven men who have died at the prison.
</p>
<p>
The memos are signed by the commander of Guantánamo at the time, and describe whether the prisoners in question are regarded as low, medium or high risk. Although they were obviously not conclusive in and of themselves, as final decisions about the disposition of prisoners were taken at a higher level, they represent not only the opinions of JTF-GTMO, but also the Criminal Investigation Task Force, created by the Department of Defense to conduct interrogations in the &#8220;War on Terror,&#8221; and the BSCTs, the behavioral science teams consisting of psychologists who had a major say in the &#8220;exploitation&#8221; of prisoners in interrogation.
 </p>
<p>
Crucially, the files also contain detailed explanations of the supposed intelligence used to justify the prisoners&#8217; detention. For many readers, these will be the most fascinating sections of the documents, as they seem to offer an extraordinary insight into the workings of US intelligence, but although many of the documents appear to promise proof of prisoners&#8217; association with al-Qaeda or other terrorist organizations, extreme caution is required.
</p>
<p>
The documents draw on the testimony of witnesses &#8212; in most cases, the prisoners&#8217; fellow prisoners &#8212; whose words are unreliable, either because they were subjected to torture or other forms of coercion (sometimes not in Guantánamo, but in secret prisons run by the CIA), or because they provided false statements to secure better treatment in Guantánamo.</p>
<p>
Regular appearances throughout these documents by witnesses whose words should be regarded as untrustworthy include the following &#8220;high-value detainees&#8221; or &#8220;ghost prisoners&#8221;. Please note that &#8220;ISN&#8221; and the numbers in brackets following the prisoners&#8217; names refer to the short &#8220;Internment Serial Numbers&#8221; by which the prisoners are or were identified in US custody:
</p>
<p>
Abu Zubaydah (ISN 10016), the supposed &#8220;high-value detainee&#8221; seized in Pakistan in March 2002, who spent four and a half years in secret CIA prisons, including facilities in Thailand and Poland. Subjected to waterboarding, a form of controlled drowning, on 83 occasions in CIA custody August 2002, Abu Zubaydah was moved to Guantánamo with 13 other &#8220;high-value detainees&#8221; in September 2006.
</p>
<p>
Ibn al-Shaykh al-Libi (ISN 212), the emir of a military training camp for which Abu Zubaydah was the gatekeeper, who, despite having his camp closed by the Taliban in 2000, because he refused to allow it to be taken over by al-Qaeda, is described in these documents as Osama bin Laden&#8217;s military commander in Tora Bora. Soon after his capture in December 2001, al-Libi was rendered by the CIA to Egypt, where, under torture, he falsely confessed that al-Qaeda operatives had been meeting with Saddam Hussein to discuss obtaining chemical and biological weapons. Al-Libi recanted this particular lie, but it was nevertheless used by the Bush administration to justify the invasion of Iraq in March 2003. Al-Libi was never sent to Guantánamo, although at some point, probably in 2006, the CIA sent him back to Libya, where he was imprisoned, and where he died, allegedly by committing suicide, in May 2009.
</p>
<p>
Sharqawi Abdu Ali al-Hajj (ISN 1457), a Yemeni, also known as Riyadh the Facilitator, who was seized in a house raid in Pakistan in February 2002, and is described as &#8220;an al-Qaeda facilitator.&#8221; After his capture, he was transferred to a torture prison in Jordan run on behalf of the CIA, where he was held for nearly two years, and was then held for six months in US facilities in Afghanistan. He was flown to Guantánamo in September 2004.
</p>
<p>
Sanad Yislam al-Kazimi (ISN 1453), a Yemeni, who was seized in the UAE in January 2003, and then held in three secret prisons, including the &#8220;Dark Prison&#8221; near Kabul and a secret facility within the US prison at Bagram airbase. In February 2010, in the District Court in Washington D.C., Judge Henry H. Kennedy Jr. granted the habeas corpus petition of a Yemeni prisoner, Uthman Abdul Rahim Mohammed Uthman, largely because he refused to accept testimony produced by either Sharqawi al-Hajj or Sanad al-Kazimi. As he stated, &#8220;The Court will not rely on the statements of Hajj or Kazimi because there is unrebutted evidence in the record that, at the time of the interrogations at which they made the statements, both men had recently been tortured.&#8221;

<p>
Others include Ahmed Khalfan Ghailani (ISN 10012) and Walid bin Attash (ISN 10014), two more of the &#8220;high-value detainees&#8221; transferred into Guantánamo in September 2006, after being held in secret CIA prisons.

<h2>How to Read WikiLeaks&#8217; Guantánamo Files</h2>
<p>
The nearly 800 documents in WikiLeaks&#8217; latest release of classified US documents are memoranda from Joint Task Force Guantánamo (JTF-GTMO), the combined force in charge of the US &#8220;War on Terror&#8221; prison at Guantánamo Bay, Cuba, to US Southern Command, in Miami, Florida, regarding the disposition of the prisoners.
</p>
<p>
Written between 2002 and 2008, the memoranda were all marked as &#8220;secret,&#8221; and their subject was whether to continue holding a prisoner, or whether to recommend his release (described as his &#8220;transfer&#8221; &#8212; to the custody of his own government, or that of some other government). They were obviously not conclusive in and of themselves, as final decisions about the disposition of prisoners were taken at a higher level, but they are very significant, as they represent not only the opinions of JTF-GTMO, but also the Criminal Investigation Task Force, created by the Department of Defense to conduct interrogations in the &#8220;War on Terror,&#8221; and the BSCTs, the behavioral science teams consisting of psychologists who had a major say in the &#8220;exploitation&#8221; of prisoners in interrogation.

<p>
Under the heading, &#8220;JTF-GTMO Detainee Assessment,&#8221; the memos generally contain nine sections, describing the prisoners as follows, although the earlier examples, especially those dealing with prisoners released &#8212; or recommended for release &#8212; between 2002 and 2004, may have less detailed analyses than the following:

</p>
<h3>1. Personal information</h3>
<p>
Each prisoner is identified by name, by aliases, which the US claims to have identified, by place and date of birth, by citizenship, and by Internment Serial Number (ISN). These long lists of numbers and letters &#8212; e.g. US9YM-000027DP &#8212; are used to identify the prisoners in Guantánamo, helping to dehumanize them, as intended, by doing away with their names. The most significant section is the number towards the end, which is generally shortened, so that the example above would be known as ISN 027. In the files, the prisoners are identified by nationality, with 47 countries in total listed alphabetically, from &#8220;az&#8221; for Afghanistan to &#8220;ym&#8221; for Yemen.
</p>
<h3>2. Health</h3>
<p>
This section describes whether or not the prisoner in question has mental health issues and/or physical health issues. Many are judged to be in good health, but there are some shocking examples of prisoners with severe mental and/or physical problems.
</p>
<h3>3. JTF-GTMO Assessment</h3>
<p>
a. Under &#8220;Recommendation,&#8221; the Task Force explains whether a prisoner should continue to be held, or should be released. <br />
b. Under &#8220;Executive Summary,&#8221; the Task Force briefly explains its reasoning, and, in more recent cases, also explains whether the prisoner is a low, medium or high risk as a threat to the US and its allies and as a threat in detention (i.e. based on their behavior in Guantánamo), and also whether they are regarded as of low, medium or high intelligence value.<br />
c. Under &#8220;Summary of Changes,&#8221; the Task Force explains whether there has been any change in the information provided since the last appraisal (generally, the prisoners are appraised on an annual basis).</p>
<h3>4. Detainee&#8217;s Account of Events</h3>
<p>
Based on the prisoners&#8217; own testimony, this section puts together an account of their history, and how they came to be seized, in Afghanistan, Pakistan or elsewhere, based on their own words.
</p>
<h3>5. Capture Information</h3>
<p>
This section explains how and where the prisoners were seized, and is followed by a description of their possessions at the time of capture, the date of their transfer to Guantánamo, and, spuriously, &#8220;Reasons for Transfer to JTF-GTMO,&#8221; which lists alleged reasons for the prisoners&#8217; transfer, such as knowledge of certain topics for exploitation through interrogation. The reason that this is unconvincing is because, as former interrogator Chris Mackey (a pseudonym) explained in his book The Interrogators, the US high command, based in Camp Doha, Kuwait, stipulated that every prisoner who ended up in US custody had to be transferred to Guantánamo &#8212; and that there were no exceptions; in other words, the &#8220;Reasons for transfer&#8221; were grafted on afterwards, as an attempt to justify the largely random rounding-up of prisoners.
</p>
<h3>6. Evaluation of Detainee&#8217;s Account</h3>
<p>
In this section, the Task Force analyzes whether or not they find the prisoners&#8217; accounts convincing.
</p>
<h3>7. Detainee Threat</h3>
<p>
This section is the most significant from the point of view of the supposed intelligence used to justify the detention of prisoners. After &#8220;Assessment,&#8221; which reiterates the conclusion at 3b, the main section, &#8220;Reasons for Continued Detention,&#8221; may, at first glance, look convincing, but it must be stressed that, for the most part, it consists of little more than unreliable statements made by the prisoners&#8217; fellow prisoners &#8212; either in Guantánamo, or in secret prisons run by the CIA, where torture and other forms of coercion were widespread, or through more subtle means in Guantánamo, where compliant prisoners who were prepared to make statements about their fellow prisoners were rewarded with better treatment. <p>
With this in mind, it should be noted that there are good reasons why Obama administration officials, in the interagency Guantánamo Review Task Force established by the President to review the cases of the 241 prisoners still held in Guantánamo when he took office, concluded that only 36 could be prosecuted.
</p>
<p>
The final part of this section, &#8220;Detainee’s Conduct,&#8221; analyzes in detail how the prisoners have behaved during their imprisonment, with exact figures cited for examples of &#8220;Disciplinary Infraction.&#8221;
</p>
<h3>8. Detainee Intelligence Value Assessment</h3>
<p>
After reiterating the intelligence assessment at 3b and recapping on the prisoners&#8217; alleged status, this section primarily assesses which areas of intelligence remain to be &#8220;exploited,&#8221; according to the Task Force.
</p>
<h3>9. EC Status</h3>
<p>
The final section notes whether or not the prisoner in question is still regarded as an &#8220;enemy combatant,&#8221; based on the findings of the Combatant Status Review Tribunals, held in 2004-05 to ascertain whether, on capture, the prisoners had been correctly labeled as &#8220;enemy combatants.&#8221; Out of 558 cases, just 38 prisoners were assessed as being &#8220;no longer enemy combatants,&#8221; and in some cases, when the result went in the prisoners&#8217; favor, the military convened new panels until it got the desired result.</p>

				<content:encoded><![CDATA[<p>A senior FBI official yesterday moved to quash rumors that the publication of a secret State Department cable by Wikileaks points towards a so-called “fifth 9/11 hijack team.”</p>
<p>The cable, sent February 11, 2010, by the US Embassy in Doha to the National Counterterrorism Center in Virginia, recommended adding a Qatari citizen to the air-travel watch list because he was one of four individuals “currently under investigation by the FBI for his possible involvement in the 11 September 2001 attacks. He is suspected of aiding people who entered the U.S. before the attacks to conduct surveillance of possible targets and providing other support to the hijackers.”</p>
<p>The cable, the FBI official said, was not accurate. “They’re not sought by us and they’re not 9/11 plotters,” the FBI official said, speaking anonymously so he could speak candidly.</p>
<p>The man named in the cable, Mohamed ali Mohamed al-Dahham al-Mansoori, was indeed investigated in the wake of the 2001 attacks, but after interviewing him, the FBI eventually decided that he did not play any role in the plotting. Officials remained concerned, however, that he might be a future threat to the US and revoked his visa and deported him.</p>
<p>According to the cable, three other Qataris—Meshal al-Hajri, Fahad Abdulla, and Ali al-Fehehaid—entered the US on August 15, 2001, on a British Airways flight from London. The cable says, “The men first visited New York, New York, and Washington, D.C. They visited the World Trade Center, the Statue of Liberty, the White House, and various areas in Virgina [sic].”</p>
<p>It goes on to say that the men traveled to Los Angeles, where they supposedly aroused the suspicions of hotel cleaning staff because they had “pilot-type uniforms, several laptops, and several cardboard boxes addressed to Syria, Jerusalem, Afghanistan, and Jordan” in their room. The men evidently spent a week traveling around California with al-Mansoori and had been scheduled to fly to Washington on September 10, 2001, aboard the same American Airlines flight that the next day would be hijacked and crashed into the Pentagon. Instead, the three men flew to London on September 10 and then on to Doha days later.</p>
<p>That suspiciously timed travel put them on the FBI’s radar. While more than a quarter-million leads flooded into the FBI and the US government as part of the investigation into 9/11, the three Qatari men were part of a pool of more than 100 individuals who were identified and investigated much more thoroughly.</p>
<p>The investigation, known within the FBI by the codename PENTTBOM—which stood for “Pentagon/Twin Towers Bombing”—was the largest in the Bureau’s history and the first case ever to be run out of FBI headquarters (a decision that was controversial at the time). Ultimately, PENTTBOM agents conducted more than 180,000 interviews. Specific attention was focused on those 100 or so individuals who, because of possibly suspicious movements or travel, training, meetings, or financial links, might have a nexus to al-Qaeda or the 9/11 attacks. “PENTTBOM looked at everybody,” the official said. “We ran them all to ground.”</p>
<p>However, while the FBI did interview al-Mansoori, according to this FBI official, the Qatari men were never located after 9/11. Thus the FBI kept an unofficial “tickler” on the men in case they ever surfaced. A year ago, the official said, there was unspecified intelligence that led Doha authorities to believe that Mansoori might surface along with the three other men. That intelligence is what triggered the February 2010 cable, the official said, adding, “Would it be nice to sit down and look them in the eye and ask them about their involvement? Sure. But we ran it to ground and the information we collected is probably more reliable than what they’d tell us anyway.”</p>
<p>While acknowledging that the men may have had nefarious purposes in the US (“You can never say never.”), the official said that in the follow-up investigation the FBI was unable to locate any nexus between the Qatari men and known al-Qaeda plotters, leaders, or support cells. As part of the PENTTBOM investigation, the subject of the Qatari men was raised in FBI and other US government interviews of detainees at Guantanamo and other sites, including with al-Qaeda mastermind Khalid Sheikh Mohammed, who organized the 9/11 attacks and was captured in Pakistan in 2003. “Nothing fit. They don’t cross paths with anyone,” the official explained.</p>
<p>Although the government was able to rule out al-Mansoori as a player in the 9/11 plot, they were not convinced that he posed no possible ongoing threat to the US, so his visa was revoked and he was deported.</p>
<p>The new cable added fresh fuel to the various conspiracy claims swirling around the 9/11 attacks. The PENTTBOM investigators recognized that their work would be closely scrutinized and that conspiracy theories abounded. In fact, visitors to the out-of-the-way basement room where the PENTTBOM squad worked in the FBI’s Hoover Building headquarters found tongue-in-cheek handmade signs that read “Kennedy Assassination” and “Hoffa Case.” As the official said yesterday, “People love a hanging chad on 9/11.”</p>
<p>Officials have never prosecuted anyone for providing support to the 9/11 terrorist hijackers, although some FBI investigators believe that a Yemeni cleric, Anwar Al-Awlaki, who was preaching at mosques in California and Northern Virginia around the time of the attacks, may have had some forewarning of the hijackings. He had contact before 9/11 with two of the hijackers who crashed American Airlines Flight 77 into the Pentagon.</p>
<p>Al-Awlaki is believed now to be in Yemen, where he’s become a critical spiritual leader for Islamic extremists and has been linked to various terrorist plots in recent years, including the 2008 Christmas Day bombing attempt and the 2010 attempt to blow up cargo planes with explosives hidden in printer cartridges. Last year, he became the first American citizen to be placed on the CIA’s list of approved assassination targets.</p>
<p>The new cable did raise at least one unanswered question in stating that the Qataris’ plane tickets and hotel rooms were paid for by a “convicted terrorist.” NBC News’s Michael Isikoff suggested in a piece yesterday that the consular officer was speaking of Fahed al-Hajri, the brother of Meshal, who evidently paid for the travelers’ hotel rooms and was convicted as part of a 2003 student-visa fraud scheme, although he was not charged with or convicted of any terrorism charges.</p>

				<content:encoded><![CDATA[<p>Al-Qaida is on the verge of producing radioactive weapons after sourcing nuclear material and recruiting rogue scientists to build &#8220;dirty&#8221; bombs, according to leaked diplomatic documents.</p>
<p>A leading atomic regulator has privately warned that the world stands on the brink of a &#8220;nuclear 9/11&#8221;.</p>
<p>Security briefings suggest that jihadi groups are also close to producing &#8220;workable and efficient&#8221; biological and chemical weapons that could kill thousands if unleashed in attacks on the West.</p>
<p>Thousands of classified American cables obtained by the WikiLeaks website and passed to The Daily Telegraph detail the international struggle to stop the spread of weapons-grade nuclear, chemical and biological material around the globe.</p>
<p>At a Nato meeting in January 2009, security chiefs briefed member states that al-Qaida was plotting a program of &#8220;dirty radioactive IEDs&#8221;, makeshift nuclear roadside bombs that could be used against British troops in Afghanistan.</p>
<p>As well as causing a large explosion, a &#8220;dirty bomb&#8221; attack would contaminate the area for many years.</p>
<p>The briefings also state that al-Qaida documents found in Afghanistan in 2007 revealed that &#8220;greater advances&#8221; had been made in bioterrorism than was previously realized. An Indian national security adviser told American security personnel in June 2008 that terrorists had made a &#8220;manifest attempt to get fissile material&#8221; and &#8220;have the technical competence to manufacture an explosive device beyond a mere dirty bomb&#8221;.</p>
<p>Alerts about the smuggling of nuclear material, sent to Washington from foreign U.S. embassies, document how criminal and terrorist gangs were trafficking large amounts of highly radioactive material across Europe, Africa and the Middle East.</p>
<p>The alerts explain how customs guards at remote border crossings used radiation alarms to identify and seize cargoes of uranium and plutonium.</p>
<p>Freight trains were found to be carrying weapons-grade nuclear material across the Kazakhstan-Russia border, highly enriched uranium was transported across Uganda by bus, and a &#8220;small time hustler&#8221; in Lisbon offered to sell radioactive plates stolen from Chernobyl.</p>
<p>In one incident in September 2009, two employees at the Rossing Uranium Mine in Namibia smuggled almost half a ton of uranium concentrate powder &#8211; yellowcake &#8211; out of the compound in plastic bags.</p>
<p>&#8220;Acute safety and security concerns&#8221; were even raised in 2008 about the uranium and plutonium laboratory of International Atomic Energy Agency (IAEA), the nuclear safety watchdog.</p>
<p>Tomihiro Taniguchi, the deputy director general of the IAEA, has privately warned America that the world faces the threat of a &#8220;nuclear 9/11&#8221; if stores of uranium and plutonium were not secured against terrorists.</p>
<p>But diplomats visiting the IAEA&#8217;s Austrian headquarters in April 2008 said that there was &#8220;no way to provide perimeter security&#8221; to its own laboratory because it has windows that leave it vulnerable to break-ins.</p>
<p>Senior British defence officials have raised &#8220;deep concerns&#8221; that a rogue scientist in the Pakistani nuclear program &#8220;could gradually smuggle enough material out to make a weapon&#8221;, according to a document detailing official talks in London in February 2009.</p>
<p>Agricultural stores of deadly biological pathogens in Pakistan are also vulnerable to &#8220;extremists&#8221; who could use supplies of anthrax, foot and mouth disease and avian flu to develop lethal biological weapons.</p>
<p>Anthrax and other biological agents including smallpox, and avian flu could be sprayed from a shop-bought aerosol can in a crowded area, leaked security briefings warn.</p>
<p>The security of the world&#8217;s only two declared smallpox stores in Atlanta, America, and Novosibirsk, Russia, has repeatedly been called into doubt by &#8220;a growing chorus of voices&#8221; at meetings of the World Health Assembly documented in the leaked cables.</p>
<p>The alarming disclosures come after Barack Obama, the U.S. president, last year declared nuclear terrorism &#8220;the single biggest threat&#8221; to international security with the potential to cause &#8220;extraordinary loss of life&#8221;.</p>

				<content:encoded><![CDATA[<p>The FBI has launched a manhunt for a previously unknown team of men suspected to be part of the 9/11 attacks, the Daily Telegraph can disclose.</p>
<p>Secret documents <a href="http://www.telegraph.co.uk/news/wikileaks-files/september-11-wikileaks/8297069/DEMARCHE-IN-SUPPORT-OF-U.S.CANDIDACY-FOR-IMO.html">reveal that the three Qatari men conducted surveillance on the targets</a>, provided “support” to the plotters and had tickets for a flight to Washington on the eve of the atrocities.</p>
<p>The suspected terrorists flew from London to New York on a British Airways flight three weeks before the attacks.</p>
<p>They allegedly carried out surveillance at the World Trade Center, the White House and in Virginia, the US state where the Pentagon and CIA headquarters are located.</p>
<p>Ten days later they flew to Los Angeles, where they stationed themselves in a hotel near the airport which the FBI has now established was paid for by a “convicted terrorist”, who also paid for their airline tickets.</p>
<p>Hotel staff have told investigators they saw pilot uniforms in their room along with computer print outs detailing pilot names, flight numbers and times and packages addressed to Syria, Afghanistan, Jerusalem and Jordan.</p>
<p>On September 10 they were booked on an American Airlines flight from Los Angeles to Washington, but failed to board. The following day the same Boeing 757 aircraft was hijacked by five terrorists and crashed into the Pentagon.</p>
<p>But, instead of boarding the American flight, the Qatari suspects – named as Meshal Alhajri, Fahad Abdulla and Ali Alfehaid &#8211; flew back to London on a British Airways flight before returning to Qatar. Their current location is unknown.</p>
<p>Investigators are also hunting a fourth man, Mohamed Al Mansoori, who they say<br />
  supported the alleged terrorist cell while they were in the US.
</p>
<p>
The man, who is from the United Arab Emirates, previously lived in Long Beach,<br />
  Los Angeles. His current location is also unknown, and US officials<br />
  recommended that he is put on an international terror watch list because he<br />
  “may pose a threat to aviation in the US and abroad”.
</p>
<p>
The details of the secret 9/11 team have <a href="http://www.telegraph.co.uk/news/worldnews/wikileaks/article8297168.ece?token=-1321213688">emerged<br />
  in a secret American government document</a> obtained by the Wikileaks<br />
  website and passed to The Daily Telegraph. It was sent between the American<br />
  Embassy in Doha and the Department for Homeland Security in Washington.</p>
<p>The document, sent on 11th February 2010, states: “Mr Al Mansoori is currently under investigation by the FBI for his possible involvement in the 11 September 2001 attacks. He is suspected of aiding people who entered the US before the attacks to conduct surveillance of possible targets and providing other support to the hijackers.”</p>
<p>Details of the unknown 9/11 alleged plotters has never previously been disclosed. An official inquiry into the 9/11 attacks, which killed nearly 3,000 people, indicated that the hijackers may have received assistance in Los Angeles but investigators did not publicly provide more details.</p>
<p>The 9/11 Commission report, published in July 2004, states that at least two of the hijackers previously visited Los Angeles but, at the time, investigators appeared to have little information on their movements. The report states they had a &#8220;brief stay in Los Angeles about which we know little&#8221;.</p>
<p>Only one person – Zacarias Moussaoui &#8211; has been tried and convicted over involvement in the 9/11 attacks as all the terrorists died in the crashed planes. Moussaoui, accused of being the twentieth hijacker, was sentenced to life in prison.</p>
<p>The secret American document contains detailed information about the movements of the three alleged Qatari plotters.</p>
<p>They took BA flight 185 from London to New York on 15th August, 2001, and the memo alleges that they subsequently conducted “surveillance” on potential targets ahead of the 9/11 attacks. It states: “They visited the World Trade Centre, the Statue of Liberty, the White House and various areas in Virginia.”</p>
<p>They then flew on an American Airlines flight from Washington to Los Angeles, arriving on 24th August and checking into a single room at a hotel near the airport. They paid for the room with cash and during the last few days of their stay requested that their room should not be cleaned.</p>
<p>The cable states: “Hotel cleaning staff grew suspicious of the men because they noticed pilot type uniforms, several laptops and several cardboard boxes addressed to Syria, Jerusalem, Afghanistan and Jordan in the room on previous cleaning visits.</p>
<p>“The men had a smashed cellular phone in the room and a cellular phone attached by wire to a computer. The room also contained pin feed computer paper print outs with headers listing pilot names, airlines, flight numbers, and flight times.”</p>
<p>While in the US, they were aided by Mohamed Ali Mohamed Al Mansoori. The secret document also states that the three Qatari men spent a week travelling with Mr Al Mansoori to “different destinations in California”.</p>
<p>The Qatari men were scheduled to board American Airlines Flight 144 on September 10th from Los Angeles to Washington but did not turn up.</p>
<p>They instead boarded a British Airways flight to London, before flying back to Doha on another BA flight.</p>
<p>The following day the same American Airlines aircraft, flying on route AA77, was hijacked as it returned from Washington and crashed into the Pentagon, killing 184 people.</p>
<p>It is not known whether the FBI believe that the men were simply assisting the hijackers or were a fifth cell who pulled out at the final moment. Alternatively, they may have been planning an attack on the West Coast of America or even London which was abandoned or went wrong.</p>
<p>Mr Al Mansoori has never been publicly named in connection with the 9/11 attacks. The three Qatari men were included on an FBI list of more than 300 people who were wanted for questioning in connection with the 9/11 attacks, which was leaked in 2002.</p>
<p>At the time, the FBI stressed it was not a list of suspects, but merely parties they thought might have information useful to the investigation.</p>
<p>The US embassy cable obtained by the Daily Telegraph was written by Mirembe Nantongo, the deputy chief of mission in Doha. It was marked “priority” and sent to the office of Hillary Clinton, the US Secretary of State, the Department of Homeland Security, the FBI and the CIA.</p>
<p>Mr Al Mansoori’s visa was revoked after the information about him came to light, but “his name was not watchlisted in the class system”, suggesting he may have managed to leave America.</p>
<p>A spokesman for the FBI declined to comment. </p>

				<content:encoded><![CDATA[<p>Twice within four days, my name has popped up in the Bush-era secret cables uncovered by WikiLeaks. Lucky me. Though nowhere near as earth-shattering as the uncovering of American misdeeds in Iraq and Afghanistan, these classified cables provide a stunning and bizarre peek into the paranoid minds of the Bush White House when it came to the subject of one Michael Francis Moore.

<p>
And considering how WikiLeaks has released only 1,826 cables of its planned drop of 251,287 &#8212; and I&#8217;ve already played a starring role twice &#8212; I can only say I await with bemused anticipation how the moi-storyline will play itself out.
</p>
<p>
The most recent secret cable revelation is in today&#8217;s Guardian newspaper of London. It&#8217;s <a target="_blank" href="http://www.guardian.co.uk/world/2010/dec/22/wikileaks-cables-michael-moore-nz">entitled</a>, &#8220;US Intervened in Michael Moore NZ Screening.&#8221; Oh yeah, baby! New Zealand! That&#8217;s where we&#8217;ll stop Moore and his band of evildoers!
</p>
<p>
The date was July 30, 2004. &#8216;Fahrenheit 9/11&#8217; was already a huge hit in the United States. Just to give you an idea how huge, it had hit #1 at the box office, the only documentary to have ever accomplished this feat, and had made more on its opening weekend than &#8216;Star Wars: Return of the Jedi.&#8217;
</p>
<p>
But it was no easy path to get there. Disney (which owned Miramax) was apoplectic when they saw the final cut. So they pulled the film from its theatrical schedule. Then they put a permanent block on its release, insuring no one would see it. But then the <em>New York Times</em>, in a front page story, reported that the real reason Disney hated &#8216;Fahrenheit&#8217; was they were worried about the tax breaks it got in Jeb Bush&#8217;s Florida for Disney World. This caused some embarrassment, so Disney then sold &#8216;Fahrenheit&#8217; to the Weinstein Bros., who said they&#8217;d spend their own money to distribute it.</p>
<p>
The release of the film caused concern at the White House, as this was the re-election year. They hired a pollster who told them the film might tip the election. That was enough for them to swing into action. Much of July was a nonstop barrage of attacks on me and the movie. But that just resulted in more tickets being sold.
</p>
<p>
Which brings us to Wellington, the capital of New Zealand. There are few nations on earth further away from us. A local chapter of the ruling Labor Party apparently had decided to do a fundraising screening of &#8216;Fahrenheit 9/11.&#8217; It was to be hosted by the Prime Minister&#8217;s Cabinet Secretary for the Environment.
</p>
<p>
Well, when the U.S. Embassy in Wellington got word of this, it was like all heck broke loose. America was offended! Phone calls were made to the Prime Minister! Then to the Cabinet Secretary! We &#8230; are &#8230; not &#8230; happy!
</p>
<p>
Apparently, the Kiwis backed down and the Cabinet Secretary withdrew as the host. A sigh of relief whiffed its way through the American embassy. Moore stopped! The <a target="_blank" href="http://www.guardian.co.uk/world/us-embassy-cables-documents/19257">cable back to Washington</a> showed the embassy had no problem taking credit for putting the kabosh on yours truly:

&#8220;&#8230; it is probable that this potential fiasco may only have been averted because of our phone calls &#8212; it is apparent to us that neither the Minister nor anyone else in the Labour government seems to have thought there was anything wrong with a senior Minister hosting such an event.&#8221;
</p>
<p>
So here&#8217;s my question:
</p>
<p>
Really?</p>
<p>
I mean, seriously &#8212; <em>really?</em> This is how the Bush State Department was spending its time &#8212; on a single screening of &#8216;Fahrenheit 9/11&#8242; in freakin&#8217; New Zealand? Or maybe &#8230; was this kind of interference happening <em>just</em> to New Zealand? Call me crazy, but I gotta feelin&#8217; it doesn&#8217;t stop there. Just as a health insurance executive has now come forward as a whistleblower to reveal the millions spent to smear &#8216;Sicko,&#8217; I can&#8217;t wait for that day when the whistleblower from the Bush White House comes forward to tell the fascinating tale of how the Bush team believed they had to do something &#8212; anything &#8212; to stop &#8216;Fahrenheit.&#8217; Or worse (like the &#8220;Plan B&#8221; the health insurance companies discussed &#8212; to &#8220;push Michael Moore off a cliff.&#8221;). I didn&#8217;t want to think about what the Bush Plan B would be. Just wasn&#8217;t worth the crazy-making. So I ignored the things I&#8217;d hear, kept my head down and motored on.
</p>
<p>
But, it does make you wonder.  And I ask you, is it fair to pose the question: If they were this focused on some insignificant screening in New Zealand, what else were they up to? And I don&#8217;t mean in regards to me. I mean anyone who was on their enemies list &#8230;
</p>
<p>
I can&#8217;t wait to read more classified cables.

P.S. Of course, given the <a href="http://www.michaelmoore.com/words/mike-friends-blog/viva-wikileaks">false claims</a> the State Department made in the other &#8220;secret&#8221; cable about my movie &#8216;Sicko,&#8217; I guess anything was possible.</p>

				<content:encoded><![CDATA[<p>Michael Moore, appearing on Countdown With Keith Olbermann, explained why he&#8217;d donated $20,000 of his own money towards Julian Assange&#8217;s bail fund.</p>
<p>Said Moore:  “We really owe a debt to Mr. Assange and to WikiLeaks for turning a spotlight on those people who brought about this war this war that we&#8217;ve been in for the better part of this decade.  These people concocted lies and they committed crimes.&#8221;</p>
<p>Moore went on to say that he wishes that WikiLeaks had existed before the Vietnam War and speculated about what might have happened if they had been there to leak documents prior to 9/11.</p>
<p>“These things shouldn&#8217;t be secret. This effects American lives. We should know about these things. And… I think these leaks will save lives. These secrets that are kept, whether it&#8217;s gulf of Tonkin, whether it&#8217;s 9/11, how we got into the Iraq war. Those secrets… they kill people. They take lives. That&#8217;s why I’m a huge supporter of what WikiLeaks is doing.”</p>
