NORAD Radar Screens Displayed False Tracks on 9/11

No one has investigated why false tracks continued being injected onto NORAD radar screens long after the U.S. military was alerted to the real-world crisis taking place that morning. We need to know who was responsible for transmitting the simulated “exercise inputs” to radar scopes. It has been reported that there was a “simulations team” working at NEADS the morning of September 11. Was this team putting out the false tracks? If so, who were its members?
In sum, we need to determine the extent to which the U.S. military was hindered in its ability to respond on 9/11 as a result of its radar scopes receiving simulated information throughout the terrorist attacks. It seems possible that the injection of false radar information could have been one way that normal emergency responses were sabotaged, so as to ensure the success of the attacks on New York and Washington, DC. If that is the case, those responsible must be investigated and brought to justice.

General Ralph Eberhart, who was in charge of NORAD (air defense) on 9/11, was the first commander of the new “Northern Command,” the domestic unified military command established in October 2002. If the domestic use of the U.S. military escalates into full-scale martial law, the Northern Command would essentially manage it. If 9/11 had been an “intelligence failure,” it is likely that General Eberhart would have been court-martialed instead of promoted.
NORAD Stand-Down: The Prevention of Interceptions of the Commandeered Planes
There are several elements involved in domestic air defense. The air traffic control system continuously monitors air traffic and notifies NORAD of any deviations of any aircraft from their flight-paths or loss of radio contact. NORAD monitors air and space traffic continuously and is prepared to react immediately to threats and emergencies. It has the authority to order units from the Air National Guard, the Air Force, or other armed services to scramble fighters in pursuit of jetliners in trouble. Routine interception procedures were not followed on September 11th, 2001.
Clueless Commanders
The official story requires us to believe that a handful of men armed only with ‘box-cutters’ were able to defeat the trillion-dollar air defense system of the United States. Moreover, the attackers, rather than hitting their targets simultaneously, spread out the assaults over more than an hour, providing many opportunities to mount a defense. The explanations for the incredible failure to defend the long-recognized terrorist targets of the World Trade Center and the Pentagon are many and varied. However, the 9/11 Commission Report provides the final word. Let’s examine a few passages from Chapter 1 of the Commission Report.
Northern Vigilance Operation Canceled; False Blips Purged from Radar Screens
For the past two days, NORAD has had fighters deployed to Alaska and Northern Canada. They are there for a real-world maneuver called Operation Northern Vigilance, tasked with monitoring a Russian air force exercise being conducted in the Russian Arctic all this week (see September 9-11, 2001).

As Shoestring has documented, there were ‘inputs’ being displayed on military radar screens even at 10:12 am, more than an hour after the 2nd WTC tower was hit and the entire world knew the US was under attack. And it hasn’t been disclosed when the exercises being conducted were actually terminated; as Shoestring also documented, some sources indicate Global Guardian, which Vigilant Guardian may have linked with, wasn’t terminated until 10:44 am.
Why, after a ‘summer of threat’ which included warnings about al Qaeda hijacking planes and possibly flying them into landmarks in US cities, which included intelligence developed on al Qaeda members in the US- why was NORAD still conducting exercises more than an hour after it became abundantly clear how serious the attack was?
The 9/11 Commission Report included no information on this, mentioning a single exercise in passing in Chp 1, and only naming it- Vigilant Guardian (VG)- in an endnote which says it “postulated a bomber attack from the former Soviet Union.” (p. 458n116) The Commission repeats w/o examination or explanation NORAD Gen. Ralph Eberhart’s assertion that the exercise helped their response that morning (reportedly, there were no interceptions) as there were more staff on duty.
Operation Northern Vigilance (NV) is mentioned above; this was an operation, not an exercise, but in its description it’s similar to the VG scenario described by the Commission. The news report on NV says there were “false blips” on the radar screens; however, an actual operation would not have false radar blips, which are related to exercises. In addition, someone apparently told the media that the blips were purged immediately; however, the documentation in the 9/11 Commission’s records, which wasn’t covered in its report, makes it clear this didn’t happen, at least not in all cases. It isn’t clear what role, if any, the exercises played in the success of the attacks or the failure to disrupt them, but it is clear the story given to the public isn’t the whole picture.
